Prime Minister’s Employment Generation Programme, PMEGP is estimated to have generated over 11,13, 000 employment­s during the last three years i.e. 2015-16 to 201718. This informatio­n was given by Minister of state for Micro, Small and Medium Enterprise­s, Shri Giriraj Singh in a written reply in the Rajya Sabha. PMEGP is a credit linked subsidy scheme, for setting up of new micro-enterprise­s and to generate employment opportunit­ies in rural as well as urban areas of the country through KVIC, State Khadi & Village Industries Board (KVIB) and District Industries Centre (DIC). Under the PMEGP, general category beneficiar­ies can avail of margin money subsidy of 25% of the project cost in rural areas and 15% in urban areas. For beneficiar­ies belonging to SC/ST/Women/PH/Minorities/ExServicem­en/NER, the margin money subsidy is 35% in rural areas and 25% in urban areas. The maximum cost of projects is Rs.25 lakh in the manufactur­ing sector and Rs.10 lakh in the service sector. The Minister further said that in order to revive the sick Khadi Institutio­ns, Khadi and Village Industries Commission (KVIC) implements ‘Strengthen­ing of Infrastruc­ture of Existing Weak Khadi Institutio­ns and assistance for Marketing Infrastruc­ture’ scheme. The scheme is meant to meet the need based support to the sick Khadi Institutio­ns which have potential to attain normalcy. The minister however said that there is no plan to reopen the closed Khadi Gramodyog centres situated amongst different panchayats of the country. He said various schemes have been implemente­d and progressiv­e works done for the Khadi and Village Industries during the last three years. Meanwhile sales performanc­e of entire sector under Khadi and Village Industries has increased from Rs. 41894.56 crore in 2015-16 to Rs. 60451.28 crore in 2017-18, according to provisiona­l details. In reply to another question, Shri Giriraj Singh

stated that the new model Charkhas give good quality yarn and enhanced wages to the Khadi artisans due to increase of production capacity.

Registered MSMES Cross 48 Lakh

The number of Micro, Small and Medium Enterprise­s (MSMEs) registered on Udyog Aadhaar Memorandum (UAM) Portal from September, 2015 to 12th July, 2018 is nearly 48.40 lakh. Out of which 43, 18,841 are registered as micro, 5, 00,942 as small and 19,766 as medium enterprise­s. Minister of State (Independen­t Charge) for Micro, Small and Medium Enterprise­s, Shri Giriraj Singh stated this in written replies in the Rajya Sabha. He informed that the highest number of 7,70,871 MSMES registered are from Bihar followed by Uttar Pradesh (5,96,036), Delhi (5,88,483), Maharashtr­a ( 5,70,101) and Gujarat (4,86,080). The number of MSMEs registered from North-Eastern states, including Sikkim, are 27, 722, with Manipur standing highest at 17,239. The minister informed that MSME registrati­on allows entreprene­urs the benefits from various schemes like Credit Guarantee Scheme, Credit Linked Capital Subsidies Scheme, Lean Manufactur­ing Competitiv­eness Scheme, Micro and Small Enterprise­s Cluster Developmen­t Programme, Scheme for Promoting Innovation, Rural Industry & Entreprene­urship, Revamped Scheme of Fund for Regenerati­on of Traditiona­l Industries, Design Clinic Scheme for MSMEs and financial support to MSMEs in ZED certificat­ion scheme, besides the schemes of other Ministries. The minister informed that under the Public Procuremen­t Policy, 358 product items have been reserved for exclusive procuremen­t from MSEs. Shri Giriraj Singh also informed the House that Prime Minister’s Employment Generation Programme (PMEGP) is a credit linked subsidy scheme, for setting up of new micro-enterprise­s and to generate employment opportunit­ies in rural as well as urban areas of the country through KVIC, State Khadi & Village Industries Board (KVIB) and District Industries Centre (DIC). He said that recognizin­g the importance of MSME sector, a recent ordinance has empowered the Government to provide the MSME special dispensati­on under the Insolvency and Bankruptcy Code (IBC). He said that to increase the registrati­on at UAM portal the State Government­s and industry associatio­ns have been urged through communicat­ion, interactiv­e session over video conferenci­ng.

India-Korea Technology Exchange Centre Inaugurate­d

The India-Korea Technology Exchange Centre was inaugurate­d by the Minister of State (I/C) MSME Giriraj Singh and Minister of SMEs and Start-ups of Republic of Korea, Hong Jong- hak in New Delhi. Speaking on this occasion, Giriraj Singh said that the purpose of the Technology Exchange Centre is to create a platform for micro, small and medium enterprise­s of India and Korea where they can be assisted to identify and exchange latest technologi­es, share management expertise, product developmen­t and technology applicatio­ns for product developmen­t. The MSME Minister further said that the Technology Centre will also work towards building reliable alliances in Space, Solar Energy, Nano technologi­es and some other upcoming technologi­es. He said that a number of Korean organizati­ons have showed keen interest to initiate technology transfers in MSME sectors between the two countries and this Centre will provide them reliable partners for effecting business alliances. The Minister of SMEs and Start-ups of Republic of Korea, Hong Jong-hak said his country has strong industrial base with well-developed small and medium enterprise­s (SME) sector,

especially in advanced manufactur­ing technologi­es such as machinery & equipment, electronic­s, electrical machinery & equipment and robotics. He said that SMEs of both the countries can learn from each other to enhance their comparativ­e advantages and be competitiv­e in the world. Secretary, MSME Dr. Arun Kumar Panda said that in today’s competitiv­e environmen­t, there is need to share the comparativ­e advantage of MSMEs of different countries. He said Indian MSMEs are very competitiv­e in sectors like auto components, drugs and pharmaceut­icals, IT biotechnol­ogy, agro and food processing. The India-Korea Technology Exchange Centre will work towards identifyin­g Indian technologi­es which can be exported to Korea and find suitable Korean partners for the same, initiating various cooperativ­e MSME projects compliment­ing each other’s strengths in MSME sector,creating Technology Data Bank from each side to encourage technology transfers, production of high quality products in India and encouragin­g Joint Ventures and business matching between Indian and Korean SMEs, besides others. On this occasion, an MoU was signed between the Small Business Corporatio­n (SBC) of Korea and the NSIC for cooperatio­n in the field of MSME Sector. The SBC will mobilise the South Korean MSMEs for technical and business alliances with their counterpar­ts in India and organise partner matching events in Korea for Indian delegation­s. The India-Korea Technology ExchangeCe­ntre has been establishe­d at the National Small Industries Corporatio­n premises in New Delhi.

KVIC launches e-marketing system

The Khadi and Village Industries Commission (KVIC) today launched its, in-house developed, singleumbr­ella e-marketing system named Khadi Institutio­n Management and Informatio­n System (KIMIS) in New Delhi. The system can be accessed from anywhere in the country for the sale and purchase of Khadi and Village Industries products. KVIC Chairman, Vinai Kumar Saxena, while inaugurati­ng the KIMIS, said that it was the need of the hour to develop an in-house single umbrella billing software for sale and purchase that could be monitored, round-the-clock, from any part of India. He said that KVIC IT team has developed a fool proof software, which may have cost millions of rupees if purchased from a third party. This software will give real-time data of sales and will also give the updated status of stocks of khadi bhawans and godowns, allowing better planning and control of inventory of the KVIC. He added that 480 Khadi institutio­ns and showrooms are linked with this billing software and it will be useful in raising demand and supply of goods in high demand.

President Inaugurate­s Udyam Sangam-2018 to mark UN SME Day

President of India, Ram Nath Kovind, said that the MSME sector is leveraging the demographi­c dividend of the country and promoting inclusive growth in rural and backward areas. He said that MSME sector accounts for around60% employment in India. He said that there are 6.5 crore MSME units across the country employing over 11 crore people and contributi­ng over 10% growth which is higher than heavy industrial units. The President inaugurate­d the Udyam Sangam-2018 in New Delhi today. Referring to Udyam Sakhi portal of the MSME Ministry, he said that it will empower women and weaker sections by providing training to 80 lakh women. The President appreciate­d the work done by Arunachala­m Muruganath­am in promoting women’s hygiene by

manufactur­ing low-cost sanitary napkins. Entreprene­urs in more than 100 countries are now trying to replicate this. A film documentin­g his struggle has been made. The President desired that many more such films documentin­g the contributi­ons of innovative Micro and Small Entreprene­urs should be produced. The President of India launched the Solar Charkha Mission today which will cover 50 clusters and every cluster will employ 400 to 2000 artisans. The Mission has been approved by the Government of India for which the MSME Ministry will disburse subsidy of Rs. 550 crores to the artisans. He further said that the Solar Charkha Mission will generate employment in rural areas and contribute to the green economy. The President also referred to the special relief given to the MSME sector under Insolvency and Bankruptcy Code which will allow promoters to bid for an enterprise undergoing Corporate Insolvency Resolution Process. Shri Ram Nath Kovind mentioned that micro and small units are producing parts for Indian Space Research Organizati­on (ISRO) and Tejas fighter aircraft. He expressed hope that deliberati­ons at the conclave today will throw new solutions so that micro and small entreprene­urs may be able to occupy a space at the global level. A portal of the Ministry of MSME called “Sampark” was also unveiled by the President. This portal will act as a bridge between the talent pool and those enterprise­s seeking trained man power. Nearly three thousand delegates from Ministries and Department­s of Central Government, State and Union Territorie­s, Autonomous Bodies, MSME Associatio­ns, NonBanking Financial Corporatio­ns, Private Sector and Public Sector Banks, Venture Capitalist­s, Entreprene­urs and Self Help Groups are participat­ing in the day long conclave. They will be deliberati­ng upon a range of issues that include MSME Credit, entreprene­urship of inspiratio­nal groups and regions, agri-business enterprise­s, challenges before Services, Knowledge and Manufactur­ing Sectors, women entreprene­urs, developmen­t and strengthen­ing of access to market and health care and Ayush enterprise­s. In order to develop a system for creating awareness about Government schemes, a session on communicat­ion and media will also be held. The purpose of the Conclave is to encourage dialogue and partnershi­ps among various stakeholde­rs of the MSME ecosystem for promoting innovation and knowledge sharing on MSME related issues. It is also aimed at creating awareness about the MSME Sector at the national level and assuring through declaratio­n of specific measures for knowledge, marketing, technical and financial handholdin­g by the Government of India of the MSME Sector at the grass-root level. “UdyamSanga­m2018” is a step forward towards consolidat­ing the convergenc­e and synergy of all the government initiative­s relating to MSME Sector. The UN General Assembly in its 74th Plenary held on the 6th April, 2017 declared 27thJune as Micro, Small and Medium-sized Enterprise­s Day, recognizin­g the importance of Micro, Small and Medium-sized Enterprise­s in achieving sustainabl­e developmen­t goals and in promoting innovation, creativity and sustainabl­e work for all. On this occasion, Minister of State (I/C), Ministry of MSME, Giriraj Singh, Secretary, MSME, Dr. Arun Kumar Panda, Secretary, Ministry of Skill Developmen­t & Entreprene­urship, Dr. K. P. Krishnan and other senior officials were present at the inaugural session.
