Prime Minister’s Employment Generation Programme, PMEGP is estimated to have generated over 11,13, 000 employments during the last three years i.e. 2015-16 to 201718. This information was given by Minister of state for Micro, Small and Medium Enterprises, Shri Giriraj Singh in a written reply in the Rajya Sabha. PMEGP is a credit linked subsidy scheme, for setting up of new micro-enterprises and to generate employment opportunities in rural as well as urban areas of the country through KVIC, State Khadi & Village Industries Board (KVIB) and District Industries Centre (DIC). Under the PMEGP, general category beneficiaries can avail of margin money subsidy of 25% of the project cost in rural areas and 15% in urban areas. For beneficiaries belonging to SC/ST/Women/PH/Minorities/ExServicemen/NER, the margin money subsidy is 35% in rural areas and 25% in urban areas. The maximum cost of projects is Rs.25 lakh in the manufacturing sector and Rs.10 lakh in the service sector. The Minister further said that in order to revive the sick Khadi Institutions, Khadi and Village Industries Commission (KVIC) implements ‘Strengthening of Infrastructure of Existing Weak Khadi Institutions and assistance for Marketing Infrastructure’ scheme. The scheme is meant to meet the need based support to the sick Khadi Institutions which have potential to attain normalcy. The minister however said that there is no plan to reopen the closed Khadi Gramodyog centres situated amongst different panchayats of the country. He said various schemes have been implemented and progressive works done for the Khadi and Village Industries during the last three years. Meanwhile sales performance of entire sector under Khadi and Village Industries has increased from Rs. 41894.56 crore in 2015-16 to Rs. 60451.28 crore in 2017-18, according to provisional details. In reply to another question, Shri Giriraj Singh
stated that the new model Charkhas give good quality yarn and enhanced wages to the Khadi artisans due to increase of production capacity.
Registered MSMES Cross 48 Lakh
The number of Micro, Small and Medium Enterprises (MSMEs) registered on Udyog Aadhaar Memorandum (UAM) Portal from September, 2015 to 12th July, 2018 is nearly 48.40 lakh. Out of which 43, 18,841 are registered as micro, 5, 00,942 as small and 19,766 as medium enterprises. Minister of State (Independent Charge) for Micro, Small and Medium Enterprises, Shri Giriraj Singh stated this in written replies in the Rajya Sabha. He informed that the highest number of 7,70,871 MSMES registered are from Bihar followed by Uttar Pradesh (5,96,036), Delhi (5,88,483), Maharashtra ( 5,70,101) and Gujarat (4,86,080). The number of MSMEs registered from North-Eastern states, including Sikkim, are 27, 722, with Manipur standing highest at 17,239. The minister informed that MSME registration allows entrepreneurs the benefits from various schemes like Credit Guarantee Scheme, Credit Linked Capital Subsidies Scheme, Lean Manufacturing Competitiveness Scheme, Micro and Small Enterprises Cluster Development Programme, Scheme for Promoting Innovation, Rural Industry & Entrepreneurship, Revamped Scheme of Fund for Regeneration of Traditional Industries, Design Clinic Scheme for MSMEs and financial support to MSMEs in ZED certification scheme, besides the schemes of other Ministries. The minister informed that under the Public Procurement Policy, 358 product items have been reserved for exclusive procurement from MSEs. Shri Giriraj Singh also informed the House that Prime Minister’s Employment Generation Programme (PMEGP) is a credit linked subsidy scheme, for setting up of new micro-enterprises and to generate employment opportunities in rural as well as urban areas of the country through KVIC, State Khadi & Village Industries Board (KVIB) and District Industries Centre (DIC). He said that recognizing the importance of MSME sector, a recent ordinance has empowered the Government to provide the MSME special dispensation under the Insolvency and Bankruptcy Code (IBC). He said that to increase the registration at UAM portal the State Governments and industry associations have been urged through communication, interactive session over video conferencing.
India-Korea Technology Exchange Centre Inaugurated
The India-Korea Technology Exchange Centre was inaugurated by the Minister of State (I/C) MSME Giriraj Singh and Minister of SMEs and Start-ups of Republic of Korea, Hong Jong- hak in New Delhi. Speaking on this occasion, Giriraj Singh said that the purpose of the Technology Exchange Centre is to create a platform for micro, small and medium enterprises of India and Korea where they can be assisted to identify and exchange latest technologies, share management expertise, product development and technology applications for product development. The MSME Minister further said that the Technology Centre will also work towards building reliable alliances in Space, Solar Energy, Nano technologies and some other upcoming technologies. He said that a number of Korean organizations have showed keen interest to initiate technology transfers in MSME sectors between the two countries and this Centre will provide them reliable partners for effecting business alliances. The Minister of SMEs and Start-ups of Republic of Korea, Hong Jong-hak said his country has strong industrial base with well-developed small and medium enterprises (SME) sector,
especially in advanced manufacturing technologies such as machinery & equipment, electronics, electrical machinery & equipment and robotics. He said that SMEs of both the countries can learn from each other to enhance their comparative advantages and be competitive in the world. Secretary, MSME Dr. Arun Kumar Panda said that in today’s competitive environment, there is need to share the comparative advantage of MSMEs of different countries. He said Indian MSMEs are very competitive in sectors like auto components, drugs and pharmaceuticals, IT biotechnology, agro and food processing. The India-Korea Technology Exchange Centre will work towards identifying Indian technologies which can be exported to Korea and find suitable Korean partners for the same, initiating various cooperative MSME projects complimenting each other’s strengths in MSME sector,creating Technology Data Bank from each side to encourage technology transfers, production of high quality products in India and encouraging Joint Ventures and business matching between Indian and Korean SMEs, besides others. On this occasion, an MoU was signed between the Small Business Corporation (SBC) of Korea and the NSIC for cooperation in the field of MSME Sector. The SBC will mobilise the South Korean MSMEs for technical and business alliances with their counterparts in India and organise partner matching events in Korea for Indian delegations. The India-Korea Technology ExchangeCentre has been established at the National Small Industries Corporation premises in New Delhi.
KVIC launches e-marketing system
The Khadi and Village Industries Commission (KVIC) today launched its, in-house developed, singleumbrella e-marketing system named Khadi Institution Management and Information System (KIMIS) in New Delhi. The system can be accessed from anywhere in the country for the sale and purchase of Khadi and Village Industries products. KVIC Chairman, Vinai Kumar Saxena, while inaugurating the KIMIS, said that it was the need of the hour to develop an in-house single umbrella billing software for sale and purchase that could be monitored, round-the-clock, from any part of India. He said that KVIC IT team has developed a fool proof software, which may have cost millions of rupees if purchased from a third party. This software will give real-time data of sales and will also give the updated status of stocks of khadi bhawans and godowns, allowing better planning and control of inventory of the KVIC. He added that 480 Khadi institutions and showrooms are linked with this billing software and it will be useful in raising demand and supply of goods in high demand.
President Inaugurates Udyam Sangam-2018 to mark UN SME Day
President of India, Ram Nath Kovind, said that the MSME sector is leveraging the demographic dividend of the country and promoting inclusive growth in rural and backward areas. He said that MSME sector accounts for around60% employment in India. He said that there are 6.5 crore MSME units across the country employing over 11 crore people and contributing over 10% growth which is higher than heavy industrial units. The President inaugurated the Udyam Sangam-2018 in New Delhi today. Referring to Udyam Sakhi portal of the MSME Ministry, he said that it will empower women and weaker sections by providing training to 80 lakh women. The President appreciated the work done by Arunachalam Muruganatham in promoting women’s hygiene by
manufacturing low-cost sanitary napkins. Entrepreneurs in more than 100 countries are now trying to replicate this. A film documenting his struggle has been made. The President desired that many more such films documenting the contributions of innovative Micro and Small Entrepreneurs should be produced. The President of India launched the Solar Charkha Mission today which will cover 50 clusters and every cluster will employ 400 to 2000 artisans. The Mission has been approved by the Government of India for which the MSME Ministry will disburse subsidy of Rs. 550 crores to the artisans. He further said that the Solar Charkha Mission will generate employment in rural areas and contribute to the green economy. The President also referred to the special relief given to the MSME sector under Insolvency and Bankruptcy Code which will allow promoters to bid for an enterprise undergoing Corporate Insolvency Resolution Process. Shri Ram Nath Kovind mentioned that micro and small units are producing parts for Indian Space Research Organization (ISRO) and Tejas fighter aircraft. He expressed hope that deliberations at the conclave today will throw new solutions so that micro and small entrepreneurs may be able to occupy a space at the global level. A portal of the Ministry of MSME called “Sampark” was also unveiled by the President. This portal will act as a bridge between the talent pool and those enterprises seeking trained man power. Nearly three thousand delegates from Ministries and Departments of Central Government, State and Union Territories, Autonomous Bodies, MSME Associations, NonBanking Financial Corporations, Private Sector and Public Sector Banks, Venture Capitalists, Entrepreneurs and Self Help Groups are participating in the day long conclave. They will be deliberating upon a range of issues that include MSME Credit, entrepreneurship of inspirational groups and regions, agri-business enterprises, challenges before Services, Knowledge and Manufacturing Sectors, women entrepreneurs, development and strengthening of access to market and health care and Ayush enterprises. In order to develop a system for creating awareness about Government schemes, a session on communication and media will also be held. The purpose of the Conclave is to encourage dialogue and partnerships among various stakeholders of the MSME ecosystem for promoting innovation and knowledge sharing on MSME related issues. It is also aimed at creating awareness about the MSME Sector at the national level and assuring through declaration of specific measures for knowledge, marketing, technical and financial handholding by the Government of India of the MSME Sector at the grass-root level. “UdyamSangam2018” is a step forward towards consolidating the convergence and synergy of all the government initiatives relating to MSME Sector. The UN General Assembly in its 74th Plenary held on the 6th April, 2017 declared 27thJune as Micro, Small and Medium-sized Enterprises Day, recognizing the importance of Micro, Small and Medium-sized Enterprises in achieving sustainable development goals and in promoting innovation, creativity and sustainable work for all. On this occasion, Minister of State (I/C), Ministry of MSME, Giriraj Singh, Secretary, MSME, Dr. Arun Kumar Panda, Secretary, Ministry of Skill Development & Entrepreneurship, Dr. K. P. Krishnan and other senior officials were present at the inaugural session.
