Kejriwal won this election by subsidising electricity and water bills of people in Delhi just before elections. This is nothing but sophisticated electoral malpractice meant to lure voters. Had it been anything else it would have been backed by a law, implemented through 5 years.

There is too much intellectual effort to read major national changes into local elections, particularly in Delhi. While worthy of note these are but steps along the way. Looking back five years we find similar issues, but not leading to the national changes the opposition sought.
