STICKING POINTS
■ Some states such as Chhattisgarh and Kerala want the Centre to borrow entire ~2.35 trillion to fill the gap between their compensation requirements and expected cess collections this financial year
■ Finance Minister Nirmala Sitharaman says ~1.10 trillion of the Centre's borrowing on behalf of states and ~1.06 trillion borrowing allowed by it for states would almost meet the requirements
■ States question who will bear the burden of repaying ~1.06 trillion and demand that the Centre borrow this amount too
