TS to revamp stamps wing

Plans to issue ordinance to cancel fraudulent land dealings in city

- DC CORRESPONDENT

The State Cabinet will meet on Saturday at Pragathi Bhavan to take crucial policy decisions on revamping and streamlining the revenue and stamps and registrations departments, in the wake of Miyapur land scam.

The TRS government has been on the receiving end for the alleged involvement of some of its party leaders in the land scams that have come to light recently. The Cabinet is expected to bring an Ordinance, cancelling fraudulent land dealings done in Miyapur, Hafeezpet, Balanagar, Shamshabad, etc.

Other points in the agenda include bringing in tougher laws to check the sale of spurious seeds and fertilisers, issuing of fake educational certificates, increased incidences of gambling etc.

Undoubtedly, however, the key issue to be discussed at length will be that of the land scam, which has been rocking the state for the past two weeks and embarrassing the three-year old TRS government.

The Opposition has been holding the TRS government responsible for the land scams and has also been demanding a CBI probe into the issue.

Chief Minister K. Chandrasekhar Rao has already hinted at revamping the corruption-ridden revenue and stamps and registration departments by bringing stringent laws to ban registration of any category of government land in favour of others unless and until there is a public auction of these lands.

A draft note on bringing an Ordinance amending the Record of Rights Act (RoR) has been prepared and will be placed before the Cabinet for approval. The Cabinet is expected to approve the draft on Saturday, which will then be sent to Governor E.S.L. Narasimhan for immediate issuing of the Ordinance.

The Ordinance bars registration of government lands and will declare illegal transactions that have been done so far, as null and void.

The Cabinet is also expected to approve transfer of all those revenue and stamps and registration department employees, who have completed two years of service at the existing location.

Officials working in the urban areas are expected to be transferred to rural areas and vice-versa. This is in the light of discovering that certain officials working in Hyderabad and neighbouring districts covering HMDA limits have remained in their seats for over 10 years despite transfers.
