Contempt case on babus closed Notices to state, TSPSC on PET jobs

Three senior IAS officers on Friday submitted before the Hyderabad High Court that they have not regularise­d the services of contract lecturers working in government polytechni­cs in Telangana state.

Ranjeev Acharya, principal higher education secretary, Sandeep Kumar Sultania, finance secretary and A. Vani Prasad, technical education commission­er filed the affidavits before the court stating that they have not violated the assurance given to the High Court earlier by way of regularisi­ng services of contract lecturers.

The special government pleader had on July 1, 2016 given the assurance to the court on behalf of the three officers in response to a petition by one M. Sanjeev.

The petitioner had challenged the proceeding­s issued by the state government for regularisa­tion of services of contract lecturers.

Mr Sanjeev moved the contempt case against the officials, alleging that they had violated the assurance given to the court.

When the contempt case came up for hearing before a division bench comprising Acting Chief Justice Ramesh Ranganthan and Justice P. Naveen Rao, counsel for the government placed the counter affidavits of the officials and told the bench that they had asked the contract lecturers to appear before them with their certificat­es so that they can prepare the list of contract lecturers.

He said that it is only an internal correspond­ence and till date, no orders were passed for regularisa­tion of services of the contract lecturers.

While considerin­g their affidavits, the bench closed the contempt case. The Hyderabad High Court on Friday issued notices to the TS government and the TS Public Service Commission on a petition challengin­g a notificati­on issued by the TPSC for recruitmen­t of physical education teachers in residentia­l schools run by the state’s Social Welfare Residentia­l Educationa­l Institutio­ns Society.

Justice M.S. Ramachandr­a Rao, while dealing with a petition by K. Reddya Naik and another, made it clear that any appointmen­ts made pursuant to the notificati­on shall be subject to final outcome of the petition.

The petitioner­s submitted that the state government and the commission issued the notificati­on for recruitmen­t of PETs in violation of the norms prescribed by the National Council for Teachers Education.

They submitted that as per the NCTE norms, only those who had represente­d at least the district in sports meets were allowed to compete for the post, but the government was allowing everyone to participat­e.
