New 2-tier system needs executive assent

The state government has stopped recruitmen­t of staff till the proposed amendment to the Presidenti­al Order scrapping the zonal system is cleared. The government wants to introduce a twotier system by amending the Presidenti­al Order, in place of the three-tier system of government jobs that is in place.

The government is in the process of recruiting one lakh employees, but has now put it on hold. Sources said amending the Presidenti­al Order was a lengthy process. A senior IAS officer who is involved in the process said recruiting staff without securing the amendment could create legal problems in the future.

The state government wants the recruitmen­t to be done at the state level and the district level as part of the proposed twotier system. The existing three-tier system has a zonal level which the government wants to eliminate.

The State Cabinet has already approved amending the Presidenti­al Order and the government has sent it to the Centre for approval. After the Union Cabinet clears it, the Centre will send the proposal to the President for assent. The President will then issue a communique amending the Presidenti­al Order.

The total number of vacancies in the state government is 1.06 lakh and 58,000 posts are to be filled through direct recruitmen­t. The Telangana Public Service Commission has issued several notificati­ons to recruit staff, and is preparing to issue some more to fill the vacancies.
