Bond for non-TS PG med aspirants

STUDENTS HAVE to work in any of the state units for two years, failing which they have to pay `50 lakh.

The Telangana state and Andhra Pradesh governments are all set to introduce bonds for medical students belonging to other states wishing to pursue PG medical courses in the two states.

Students have to sign the bond stating that after completing the course, they would work for public health or at the medical department for two years, failing which they pay `50 lakh to the respective state governments.

Students from other states were not eligible to pursue medical courses in undivided AP and even after bifurcation of state under the provisions of Article 371(D) since 1973, which ensured educational and employment opportunities only for locals.

The Supreme Court on Friday issued orders stating that Article 371(D) was applicable only for undivided AP; after bifurcation students from other states are eligible to pursue medical courses in TS and AP.

In view of this, both the governments have decided to introduce bonds for these students, a practice that is followed by other states.

Under this, AP students wishing to pursue medical courses in TS, and vice versa, will also have to sign the bond.

In undivided AP, the state was divided into Andhra, Rayalaseema and Telangana and seats were filled in the ratio of 85:15 for locals and non-locals in each region. After bifurcation, both states followed the same formula, offering 85 per cent seats to locals and 15 per cent for students of the other Telugu state.

Now, this non-local 15 per cent quota has been opened up to students in the rest of the country. These seats will be filled based on merit in the Neet-PG exam.

TS medical education minister C. Laxma Reddy said, “It has become necessary for us to introduce the bond asking students to opt for government service or pay penalty after completion of course. All other states take such bonds from students. We will take bond for `50 lakh for two-year period.”

Dr Reddy said the Maharashtra government take a bond for `2 crore.
