Though corporal punishment is not allowed and teachers have been pulled up for it in the past, two students were thrashed by a hostel warden in the Tribal Welfare Residential Hostel in Sangareddy district in Telangana state as punishment.

Child rights activists have approached the Human Rights Commission after a video of the incident was put up on social media.

On Sunday, Mr Yadaiah, warden of the government hostel in Zaheerabad punished Parameshwar, 12 and Lakshman, 12 for quarrelling among themselves by ordering them to stand upside down for more than two hours, and threatened to beat them with a stick whenever they fell down, and carried out his threat.

The video of the harsh punishment was shot by neighbours who shared it on social media.

A petition was filed by child rights organisation Balala Hakkula Sangham before the Human Rights Commission which has served a notice to Sangareddy Distric Education Officer (DEO) to submit a report before February 26, 2018.

C. Manemma, the District Tribal Development Officer said told this newspaper, “We are in the hostel and are conducting the inquiry. We spoke to the parents and the other kids. The parents said the warden beat the students after they complained to the warden that their children were not going regularly to school. Though the parents agree that they asked that their kids be punished, they did not expect this brutal punishment. The warden says that he punished the kids according to the parents’ complaints. We are still conducting an inquiry and an inquiry report will be submitted soon.”

The BHS has demanded that the state government register a criminal case and also take stringent departmental action against the warden and do more to ensure that such punishments are not meted out to children in schools and colleges in the state.
