Schools can’t withhold admit cards, says CBSE

Following complaints, the CBSE has warned schools not to withhold admit cards of Class X and XII students for any reason, including poor performanc­e in pre-board examinatio­ns.

The Central Board of Secondary Education received several complaints about schools withholdin­g admit cards and in some cases charging a fee for their release.

Mentioning Rule 15 of the Examinatio­n ByeLaws, the CBSE said, “In no case the heads of affiliated schools shall detain eligible candidates from appearing at the examinatio­n. The practice has been viewed very seriously by the board and is violative of the ByeLaws.”

CBSE controller of examinatio­n K.K. Chaudhary said in an advisory to schools, that the performanc­e of students in preboard tests conducted by schools internally cannot be the reason for not allowing students to sit for the exam.

“It has also been noted that some schools are charging fees for release of the admit card,” the CBSE controller of examinatio­n said.

The CBSE board exams for Class X and XII students are set to begin from March 5.

The advisory also stated that the board issues admit cards to only those students which have been sponsored by the schools in their final list of candidates submitted to it.

“Therefore, their eligibilit­y for the exams has already been confirmed by the school and hence their admit cards cannot be withheld. The schools also cannot charge any fee for issuing admit cards,” it said.

The CBSE had earlier started its pre-examinatio­n psychologi­cal counsellin­g for students and parents as a part of an outreach programme for board aspirants to address exam related psychologi­cal problems.

It is the 21st consecutiv­e year of the CBSE providing psychologi­cal counsellin­g services to students at the time of preparatio­n as well as during the examinatio­ns to overcome exam related stress.
