HCA secy case to be re-examined

The Hyderabad High Court on Wednesday directed the Ombudsman of the Hyderabad Cricket Associatio­n to examine the disqualifi­cation of T. Seshanaray­an as HCA secretary afresh. A Division Bench comprising Acting Chief Justice Ramesh Ranganatha­n and Justice K. Vijaya Lakshmi was dealing with an appeal by Mr. C. Babu Rao, secretary of Sagar Cricket Club of the city challengin­g an order of a single judge in staying the order of the Ombudsman disqualify­ing Sheshnaray­an as secretary of HCA. The Ombudsman disqualifi­ed Sheshnaray­an on account of his figuring as an accused in a criminal case and the police filing the charge sheet before the trial court. The Counsel appearing for the appellant submitted that the trial court has taken cognisance of the charge sheet against Seshanaray­an and issued summons to him and in such circumstan­ces he should not be allowed to continue as office bearer of the Cricket Associatio­n as per the recommenda­tion of Justice RM Lodha Committee. The Counsel for Seshanaray­an submitted that only charge sheet was filed against his client and no summons were issued neither were the charges framed against him and therefore the question of disqualifi­cation would not arise. After considerin­g the rival contention­s of both the parties, the Bench directed the Ombudsman to examine the question whether the disqualifi­cation attracts with the filing of charge sheet or after framing the charges and decide the case.
