A 42-year-old man who posed as the younger son of a former Andhra Pradesh principal chief secretary and his friend, who posed as a secretariat employee, were arrested for attempting to cheat a district registrar and obtain a document from a Ranga Reddy district registrar to purchase a land.

A week ago, district registrar of Ranga Reddy, P. Subba Rao, received a call from one Rajashekar Reddy, claiming to be a clerk working at the office of the Inspector General of Stamps and Registrations, who informed him that the principal secretary, Narsing Rao, wanted to talk him about an issue and shared a mobile number.

When Rao called the number, a person impersonating Mr Narsing Rao, asked Mr Subba Rao to release a document pertaining to release of a land at Serilingampally and informed that one Shobhan Babu, an employee from the Chief Minister’s office would collect it.

When Mr Subba Rao inquired, it was found that no such request was made by the CM's office. With the help of other officials, he caught Shobhan and went to the registrar's office.

He later lodged a complaint with the Kukatpally police.

Kukatpally ACP N. Bhujanga Rao said that the accused was identified as Karvendula Vijay Kumar Chanakya alias Surya Teja who posed as the youngest son of the former principal chief secretary of Andhra Pradesh Bhaskar Rao.

“Chanakya, who did his MBA from Osmania University, worked with Satyam Computers for one year between 2004 and 2005. Later, he started his own company Digital PC Technologies, which he used as a cover for a real estate business. In 2008, he purchased a land at Puppalaguda, but later found that he was duped by the sellers who used forged documents. In order to recover from the financial crunch, Chanakya resorted to committing the offence,” said Mr Bhujanga Rao.

The ACP said that he accepted a deal from Shobhan, to get the document released for `20 lakh and tried to commit the fraud.

“He was earlier arrested in 15 cases including a case booked by the Central Bureau of Investigation at Chennai. Shobhan was arrested a week ago and Chanakya was caught from Leonia Resort in Shameerpet and two mobile phones were seized from him,” the ACP added.
