Vikamarka bats for unaided students
Congress Legislature Party leader Mallu Bhatti Vikramarka on Sunday wrote a letter to the Chief Minister K. Chandrasekhar Rao urging him to ensure implementation of Section 12 (1) (c) under the Right to Education (RTE) Act 2009.
The CLP leader brought to the notice of the Chief Minister that the relevant Section was inserted in the RTE Act 2009 and is aimed at social integration in private unaided schools by mandating admission of children belonging to socially disadvantaged and economically weaker sections in 25 percent of the seats in entry-level classes.
He said that the Section was included with the rationale that provision of free and compulsory education of satisfactory quality to children from disadvantaged and weaker sections is not merely the responsibility of schools run or supported by the government, but also of schools, which are not dependent on government funds.
He pointed out that the Section was the key to social cohesion and inclusive schooling, which could challenge existing social and economic hierarchies and was consistent with the Constitutional values and ideals of social justice and equality of opportunity.
He said that as per the data Unified District Information System for
Education (U-DISE) for 2016-17, Telangana has about 91,840 potential seats every year spread over 12,573 private unaided schools eligible for the provision.
He said that this shows that there is a potential to provide free quality education to close to one lakh students every year. This is a critical opportunity for the state government to not just create avenues of quality education for poor and disadvantaged children but also to support them to achieve honours through a shared classroom environment.
