Hyderabad to get LRS ahead of election
HMDA to collect ` 20,000 fee to earn more revenue

The state government is planning to re-introduce the land regularisation scheme (LRS) within the Hyderabad Metropolitan Development Authority (HMDA) limits.
The registration and stamps department had imposed a ban on the regularisation of unapproved layouts on August 26. The cut-off date for applying to LRS is August 15. As a relief measure prior to the Greater Hyderabad Municipal Corporation (GHMC) elections, the government has decided to increase the number of regularisations under LRS and mop up at least `2,000 crore.
In 2008 and 2015, the LRS was introduced prior to the civic body polls.
The TS government issued GO 151 in November 2015 for the regularisation of unauthorised layouts in accordance with the guidelines. It was made mandatory for all plot owners. The HMDA had received 1.61 lakh LRS applications and earned `1,050 crore.
Sources said that the government had now decided to give one last chance to registered plot owners and landowners to regularise their lands prior to registration on August 15.
Officials asked the government to extend the LRS cut-off date to August 26 when the registration and stamps department imposed a ban since within the time gap over 500 plot owners will lose the chance to regularise.
“The LRS will be reintroduced in the September second week. The last time, the HMDA collected `10,000 as initial amount which could be considered as processing fee and is non-refundable. In the 2020 scheme, the HMDA will be collecting `20,000 as processing fee to increase revenues,” a senior official said, on condition of anonymity.
He said that the HMDA expects between 5 lakh to 10 lakh applications and to earn over `2,000 crore. The official said that LRS would be applicable across Telangana state
Meanwhile, to curb unauthorised layouts and structures, the government has decided to prohibit the registration of such properties with immediate effect starting from August 26.
T. Chiranjeevulu, commissioner and inspector general, stamps and registration, issued a memo to sub-registrars directing them to not register plots or structures that have no valid permissions issued by competent authorities, municipal or panchayat, whichever is applicable.
