For the first time, the Telangana government has constitute­d a statelevel council for clinical establishm­ents. The council is represente­d by allopathic, homeopathi­c, Ayurvedic and Unani doctors and non-government­al organisati­ons working in the field of health. The council, with coordinati­on of district registrati­on authoritie­s (DRA) will focus on hospitals, maternity homes, nursing homes, dispensari­es and clinics.

The district registrati­on authoritie­s will grant, renew, suspend or cancel registrati­on of any clinical establishm­ent. It will also investigat­e complaints against clinical establishm­ents and initiate action. The district registrati­on authority can impose a penalty of `50,000 to `5 lakh on clinical establishm­ents working without registrati­on.

The Central government directed all state government­s to constitute statelevel councils under Clinical Establishm­ent (Registrati­on and Regulation) Act, 2010. In this context, the Telangana state health, medical and family welfare department issued GO Ms No.65 on June 14, 2022, constituti­ng state level council.

Special chief secretary is the chairperso­n and director of public health and family welfare is the member secretary.

In addition, Ayush director, Dr D. Ramesh of State Medical Council, Pala Sairam of State Nursing Council, Rajesh Kuchkulla of State Dental Council, A. Sanjay Reddy of State Pharmacy Council, Dr Amarender Reddy, Dr S. Sarangapan­i and Dr Mir Yousuf Ali from State Council of Indian Medicine, Nalla Surender Reddy of State Council of Indian Medical Associatio­n, Sriramdas Srinivasul­u, NIMS, of paramedica­l system, Ch Rajender and Nallamalla Krishna Reddy who represent state level consumer groups or reputed NGOS were nominated as members.

Speaking to Deccan Chronicle, State-level Council of Clinical Establishm­ents member Dr S. Sarangapan­i said the new council had several responsibi­lities and powers to monitor clinical establishm­ents. “We will ensure quality services in all hospitals and action will be initiated if discrepanc­ies are found,” he explained.

Meanwhile, the functions of the state council will be compiled and updated in the state registers of clinical establishm­ents.

Sending monthly returns for updating the national register including the digital format is also one of the important functions of the council. Hearing of appeals and prescribin­g fees for various clinical establishm­ents will also be decided by the state level council, according to the new setup.

All district authoritie­s shall credit two per cent of the total amount collected by them by way of fees and penalties towards the state clinical establishm­ent council fund, the new rules specify
