Police later said the two were rounded up for “creating nuisance in drunken state”. The men refused to give blood and urine samples, but the doctor on duty said their breath smelled of alcohol, and the police booked them for drink-driving. They were taken to the Sector 26 police station, where Varnika and her father VS Kundu, a senior Haryana bureaucrat, lodged a complaint of “harassment, outraging the modesty of a woman and attempt to kidnap”. The police booked the two men only for stalking. The accused were formally arrested at 5 am and bailed out soon afterwards. Amid a public outcry and intense media scrutiny, on August 9, the men were charged with attempt to kidnap and re-arrested.
