A brilliant administrator, he ran Maharashtra so successfully that Nehru called him to Delhi to take over the defence portfolio after the 1962 China defeat. A whole generation of Maharashtra politicians — chiefly, Sharad Pawar — was brought up under Ch havan’s influence.
