SIMULTANEO­US POLLS NOT THE ANSWER

Going by the BJP’s ‘One Nation, One Election’ slogan, the Election Commission has issued a statement that they may be ready to hold parliament­ary and legislativ­e assembly elections by September 2018. Till 1967, these elections were held simultaneo­usly. But they were discontinu­ed after some state assemblies were dissolved in 1968. There are many constituti­onal and legal and practical hurdles in conducting simultaneo­us elections of Parliament and state assemblies. Under Article 356 of the Constituti­on, if the President is satisfied that the government of a state cannot be carried on in accordance with the provisions of the Constituti­on, the President dissolves the assembly. What will happen in such a situation? Whether the dissolved state assembly has to wait for elections till the completion of its tenure? SK Khosla, Chandigarh
