SIMULTANEOUS POLLS NOT THE ANSWER
Going by the BJP’s ‘One Nation, One Election’ slogan, the Election Commission has issued a statement that they may be ready to hold parliamentary and legislative assembly elections by September 2018. Till 1967, these elections were held simultaneously. But they were discontinued after some state assemblies were dissolved in 1968. There are many constitutional and legal and practical hurdles in conducting simultaneous elections of Parliament and state assemblies. Under Article 356 of the Constitution, if the President is satisfied that the government of a state cannot be carried on in accordance with the provisions of the Constitution, the President dissolves the assembly. What will happen in such a situation? Whether the dissolved state assembly has to wait for elections till the completion of its tenure? SK Khosla, Chandigarh
