CHANDIGARH: Days before the BJP government in Haryana holds a three-day ‘chintan shivir’ (workshop on governance issues) ministers and for bureaucrats in Himachal Pradesh, chief minister Manohar Lal Khattar on Tuesday sought a better co-operation and vision from his administrative secretaries, saying he wants them to understand his thoughts.
Khattar, a first-time CM with no administrative experience before he took charge of the office, has not been able to strike a workable relationship with the bureaucrats due his style of functioning and his overreliance on the counsel of the Rashtriya Swayamsewak Sangh (RSS) in administrative affairs. The meddling by RSS seems to have antagonised a number of officials. In light of this, a recent communication by the chief minister to top officials attains significance.
In the communication to all the administrative secretaries, the chief minister sought to know how the officers can contribute more, whether in policymaking or its implementation, to hasten the reform process and to make it more effective. “This is the key question for all of us to think about. I hope you will begin pondering on this even before we meet,’’ said the communication.
The chief minister has even asked the officers to make a list of reforms that have been carried out in their departments and envisage new reforms. “Finally, you could separately write about your vision in areas of your personal interest even if these are not the mandate of the department you are currently posted in,’’ he wrote.
Khattar who is on a trip to Dubai said that he would look forward to receiving these write ups before December 12 ( Chintan Shivir begins on Dec 15). “I assure you that as part of my preparation for the Chintan Shivir, I would carefully read and reflect upon your write ups,’’ he wrote.
The chief minister said that he is writing to help officers understand his thoughts and also to organize their about the forthcoming Chintan Shivir.
Khattar has even thanked the officers for their support and hard work.
