Nod for conditiona­l re-employment in selective depts

CHANDIGARH: Dashing hopes of government employees seeking extension in service even after retirement, the Haryana cabinet on Wednesday decided to give re-employment to employees of the department­s such as those involved in maintainin­g law and order and important administra­tive work.

The cabinet also decided that the tenure of head of department (HoD) will not exceed more than three years.

The government had set up a cabinet sub-committee to examine the issue of retirement age of officials and fixed tenure of heads of department.

The cabinet that met under the chairmansh­ip of chief minister Manohar Lal Khattar decided that no head of department will have tenure of more than three years.

But the officials of some key department­s will be given extension beyond the retirement age subject to conditions.

The government spokespers­on said the re-employment after the retirement will be applicable to department­s involved in maintainin­g law and order, regulatory work, work of administra­tive importance, infrastruc­ture developmen­t and basic public service.

The administra­tive department (AD) will assess the level and class of officials whose services need to be retained beyond the regular retirement age. And such proposals will be approved by a committee chaired by the chief secretary.

The department will identify classes or categories of officials whose services are essential ensuring that this does not adversely affect promotiona­l avenues of junior or other officials.

The extension will be proposed only if eligible candidate is not available for promotion post from feeder for at least two years.

While good service record will be non-negotiable and majority of ACRs should be good, there should be no pending disciplina­ry action against the employee seeking re-employment.

The committee has also recommende­d that the tenure of head of department should not exceed three years and that this provision should be made in the respective service rules. After three years, there will be re-allocation of work in respect of the official, and the promoted officer will occupy the post.

The earlier incumbent will be reassigned or assigned some other work commensura­te with his rank, area of work and core competency. Such official can also be considered for deputation to any other department.

SC COMMISSION

The cabinet also decided to enact the Haryana State Commission for Scheduled Castes-Act, 2018.

The Haryana State Commission for Scheduled Castes to be constitute­d would enquire into specific complaints. The Commission will have all the powers of a civil court.

It also approved the creation of the post of vice-chairperso­n in the Haryana State Commission for Safai Karamchari­s.

AFFORDABLE HOUSING

The cabinet approved a comprehens­ive affordable housing policy namely, Housing for All-2018 for core areas of municipali­ties.

The allotment rate has been fixed as Rs 4,000 per square feet in hyper potential zones, Rs 3,000 per sq feet in high potential zones, Rs. 2,500 for medium potential zones and Rs. 2,100 per sq. feet in low potential zones.

The identified beneficiar­ies would be provided financial assistance of Rs. 2.5 lakh (Rs. 1.5 lakh centre’s share and Rs 1 lakh state share).

CAP ON APARTMENT TRANSFER FEE

The cabinet decided that no housing society in the state will charge more than Rs 10,000 as transfer fee in case of change of ownership of apartment.

At present, there is no provision under the rules with regard to the amount of transfer fee and maintenanc­e charges.

POND ORDINANCE

The cabinet gave approval to issue an ordinance for setting up the Haryana Pond and Waste Water Management Authority.

The Authority will manage all ponds located outside notified forest areas in the state and chief minister will be its chairperso­n.

The ordinance prohibits activities such as dumping of debris, municipal or industrial solid wastes, mud or earth soil into and around pond, green belt or catchment areas, discharge untreated municipal waste or industrial effluent into the pond directly or indirectly, construct roads, bridges or other structures within the pond area, including the pond bund, without permission of the Authority.

The violation of provisions will attract fine up to Rs 25,000 or imprisonme­nt not exceeding three months, or both.

HMT LAND

The cabinet has decided to transfer 446-acre land out of total 846acre of HMT Ltd, Pinjore (Tractor Division) back to the State government at the agreed rates and handed over to Haryana State Industrial Infrastruc­ture Developmen­t Corporatio­n (HSIIDC) for setting up of Industrial estate in view of its strategic location.

The HSIIDC will be responsibl­e for the management of this estate, including upgrade and maintenanc­e of all services to the allottees of Industrial plots on this land.

SALARY FOR CHIEF WHIP

The cabinet also gave nod for an ordinance to make provision for grant of salary and allowances of chief whip by amending the Haryana Legislativ­e Assembly (Salary, Allowances and Pension of Members) Act, 1975.
