CAG: Haryana agricultural varsity functioning with 45% teaching staff
CHANDIGARH : Haryana Agricultural University (HAU) has been reeling under shortage of 55% teaching and 41% nonteaching staff, while hostels of the university campus lacked basic amenities, according to Comptroller and Auditor General (CAG) of India.
In the performance audit (2017-18 fiscal) of the university presented to Haryana assembly on Tuesday, the CAG has brought out deficiencies in financial and manpower management and infrastructure development of the university.

Agricultural University was set up in 1970. It was renamed as Chaudhary Charan Singh Haryana Agricultural University in October 1991.
Citing example of lack in financial management, the CAG said grants totalling ₹3.12 crore were lying unspent in the university as “source and purpose” for which the funds were received were unknown. Not just this, temporary advances of ₹22.22 crore remained unadjusted.
The hostels of the university campus lacked basic amenities and the condition of Brahmsarovar hostel located at Kaul was very poor.
As many as 100 research projects were funded by other agencies, of which only 49 projects were completed.
On one hand the tissue culture laboratory was non-functional in the absence of specialised scientist, on the other, there was shortfall in enrolment in PG diploma and MBA courses ranging between 40% and 56%.
The CAG has said that only 44% and 50% cultivable land of Ram Dhan Singh seeds farm was utilised during kharif and rabi seasons. The kharif and rabi season crops had failed in the absence of irrigation arrangements despite availability of funds.
The University didn’t propagate new crop varieties through Front Line Demonstrations (FLD) in a large number of new varieties. “On the other hand, FLDs were conducted on old varieties,” the CAG has said, pointing out community radio stations were not established in six Krishi Vigyan Kendras even as ₹1.18 crore were released in 2011-13.
