HC notice to Punjab on plea from 4 DSPs over IPS nomination

PETITIONER­S DEMANDED THAT RESERVATIO­N ROSTER BE FOLLOWED BY THE GOVERNMENT FOR NOMINATION TO IPS CADRE FROM AMONG THE DSPS

CHANDIGARH: The Punjab and Haryana high court on Tuesday put Punjab government on notice on a plea from four deputy superinten­dents of police (DSPs) demanding that reservatio­n roster be followed by the government for nomination to Indian Police Service (IPS) from among the DSPs.

The high court bench of justice Sudhir Mittal has put state government, Union Public Service Commission (UPSC) and director general of police (DGP) on notice for February 11, observing that meanwhile, nomination­s, if any, made to IPS cadre shall abide by the decision in this case.

The plea was filed by Suhseel Kumar, Sarbjit Singh, Gurpreet Singh and Harpreet Singh, seeking quashing of July 3, 2020, order of the department in which seniority list was put out without following the roster point for reservatio­n. The court was told that they are aggrieved by the seniority list because although inter se seniority of direct recruits on the basis of merit of appointmen­t has been maintained, roster points to which reserved category candidates are entitled to have not been given. The direction has been sought to adhere to the roster point maintained at the point of appointmen­t.

The direction has also been sought to consider the case of petitioner­s for nomination to the IPS cadre keeping in view their quota from the date when the other persons are being considered. The demand was also raised to restrain the government from filling up all the nomination­s to the cadre of IPS against the available vacancies until and unless they are considered for nomination as per the roster point.
