For 2015: IPC cases conviction rate in HP lowest in region

THE STATE IS ON SECOND LAST POSITION IN CONVICTION BY COURT IN CASES REGISTERED UNDER SPECIAL AND LOCAL LAWS

SHIMLA: Even as Himachal Pradesh witnessed less number of cases in the region in 2015, conviction rate of cases registered under Indian Penal Code (IPC) is also lowest. In disposing of cases under special law, Himachal is at second last position in northern region.

On Tuesday, National Crime Record Bureau (NCRB) released data for 2015.

It suggested that conviction by court in IPC cases in Himachal is the lowest (27.5%) in region, comprising Jammu and Kashmir, Haryana, Punjab and Uttarakhan­d. Himachal is second last position in conviction by court in cases registered under special and local laws (SLL). National rate of the IPC conviction for 2015 is 46.9%.

In 2015, total 14,007 IPC cases and 3,214 SLL cases were registered in the state, which is lowest in the region. Haryana tops with 84,466 IPC cases and 47,500 SLL cases. While the IPC conviction rate in Haryana was 30.3%, Uttarakhan­d 58.1%, Punjab 33.6% and Jammu and Kashmir 38.4%. Best conviction rate in SLL cases is in Uttarakhan­d 93.4%, followed by Haryana 76.8%, Punjab 75.2%, Himachal 51% and Jammu and Kashmir 36.6%. In IPC and SLL conviction rate Uttarakhan­d topped the list for 2015.

There were 84,292 IPC cases for trail, of which 73,000 cases are pending for trial from previous year (2014), while 11,275 cases sent for trail in 2015.

Experts attributed low conviction rate to the poor preparatio­n of cases that could not stand before the court.
