A fact-finding committee of the Central Board of Secondary education (CBSE) has blamed Ryan Internatio­nal School, Bhondsi, authoritie­s for the death of eight-year-old boy on the school premises. In an affidavit filed in the SC on Thursday, CBSE stated, “The boy’s death could have been avoided.”

NEWDELHI:A fact-finding committee of the Central Board of Secondary education (CBSE) has blamed Ryan Internatio­nal School, Bhondsi, authoritie­s for the death of eight-year-old boy on the school premises.

In an affidavit filed in the Supreme Court on Thursday, CBSE stated, “The boy’s death could have been avoided, had the school authoritie­s discharged their duties and responsibi­lities with care and sincerity.”

The affidavit states that the fact-finding team found many deficienci­es in the school on the safety and security fronts.

“There is no separate rest room for school bus drivers and conductors and they use the same washroom as those meant for staff and students — this is highly objectiona­ble. No attendant is available in the school to accompany small children to the washrooms and toilets. Had the school management deployed an attendant, this mishap could have been avoided,” it said.

The class 2 student of the school in Gurgaon was found dead with his throat slit in the school washroom on September 8. A bus conductor allegedly confessed to the killing, but many questions still remain unanswered and the school administra­tion has faced serious flak for the security lapse.

The victim’s parents have demanded a CBI probe into the murder and have filed a petition in the Supreme Court.

The CBSE affidavit is also critical of the school authoritie­s for not informing the police of the death of the boy. It says, “The school also failed to inform the police and education department of the death of the boy on the school premises. The parents of the boy informed the police about the incident.”

The CBSE affidavit in the apex court pointed out that the school management failed to provide basic amenities on the campus. “The Ryan management never provided portable drinking water to students. There was no reverse osmosis plant. Water drawn from a bore well was supplied on the campus”.

CCTV cameras on the school campus are not adequate in number and of the ones installed, many are not functionin­g, the affidavit read. Raising concerns on adequate security in the school, the CBSE pointed out that since February 2017, the school did not have a regular principal.
