State to give 10% reservation to sportspersons in Group-d posts

CHANDIGARH: Haryana chief minister Manohar Lal Khattar announced in the Vidhan Sabha on Thursday that 10% horizontal reservation will be given to “outstanding sportspersons” of the state in Group-d posts’ recruitment.
The posts such as “sweeper, chowkidar and sweeper-cumchowkidar” also come under the ambit of Group-d category.
There are a total of 63,170 Group-d posts in the state and 33,879 of them are lying vacant in different departments, boards and corporations, the CM said, while moving Haryana Group-d Employees (Recruitment and Conditions of Service) Bill-2018.
The motive of this legislation is to do away with the practice of interview. After this legislation comes into practice, every department will follow a common selection rules as at present the selection and appointments to Group-d posts are being governed by the service rules of the departments concerned. Different departments have different minimum age and educational qualification for appointment to these posts.
While the written exam will be on 90 marks, socio-economic criteria and experience will fetch 10 marks. For example, if the applicant is an orphan, widow, or nomadic tribe of Haryana such candidates will get five marks.
During the discussion on this Bill, the opposition MLAS suggested to introduce weightage for candidates hailing from rural areas.
The minimum qualification will be matriculation (except for the posts of sweeper, chowkidar and sweeper-cum-chowkidar) with Hindi/sanskrit up to matric as one of the subjects.
The minimum age for recruitment to these posts has been fixed as 18 years.
Speaking on the concluding day of budget session, Khattar said that preference for the place of posting will be sought from the candidates prior to declaration of final result.
He said Haryana Staff Selection Commission has declared the results of 6,134 candidates for the post of clerk on Wednesday, besides the results for 380 multipurpose posts.
Giving comparative figures of recruitment made during the previous governments and in the present state government, he said that in the tenure of five years from 1999 to 2004 (INLD), 11,800 candidates were recruited, whereas from 2004 to 2009 (Congress), 20,030 candidates were recruited in different government departments, boards and corporations.
Khattar said 50,000 posts had been advertised by his government, out of which selection on 24,016 posts have already been made, whereas 12,000 to 14,000 posts are under the litigation process due to one or other reasons.
Khattar said that besides scrapping interview for selection to class III and IV category posts, the BJP government has decided to give weightage of 10% to the specialised deserving candidates.
He said weightage of 5% marks will be given to those candidates in whose family no one is in government job.
Similarly, a provision of 5% weightage has also been made for the candidates belonging to de-notified tribes who have not yet been covered under the scheduled castes or backward classes.
Besides, those working on ad hoc basis will also be provided weightage of maximum 8% on the basis of experience.
“Maximum weightage of 10% marks will be given,” Khattar said.
