No more JE inspection at time of property transfer in HUDA sectors

CHANDIGARH: THE Haryana Urban Development Authority (HUDA) has simplified the process of property transfer in its sectors by discontinuing the practice of mandatory inspection by a junior engineer (JE) from the estate office for checking building violations.
HUDA has started self-certification by the property owners in its place.
Under the new process, property owners applying for the transfer of property will have to upload pictures of the rear and front portions of their property at the time of the submission of their application on the HUDA web portal.
PRACTICE RENDERED REDUNDANT
Earlier, an estate office JE after visiting a property would submit a report to the department on building violation(s), if any.
“The process was cumbersome and also involved subjectivity on the part of the JE. He was crucial in the property transfer process.
Property transfer was a big headache for owners and there used to be allegations of corruption and arbitrariness on the part of the JE,” said a senior HUDA official.
It was also common for people to use the services of middlemen and property dealers to smoothen the process of property transfer. The process was manually done and involved the discretion of HUDA officials.
“We found that the practice of JE inspection was redundant. A JE is responsible and accountable for checking the violations in his area, and he can check the same at any time. For this, there was no need to make the transfer process cumbersome for the property owners,” he said.
PROCESS TO TAKE JUST 4 DAYS
Now, the complete process of property transfer has been made online and it will take four days.
Earlier, though 21 days was the stipulated period for clearing the transfer files, but it took much more time.
The owner submits the application for property transfer on the HUDA web portal, and he pays the requisite fee online. Objections, if any, are intimated through an SMS on the registered mobile number of the applicant. The final approval for the property transfer is also sent digitally on the registered email of the applicant.
