SC panel’s reminder to DGP for info on officers’ postings

CHANDIGARH :The National Commission for Scheduled Castes (NCSC) has sent a reminder to the director general of police (DGP), Haryana, for details of field postings of officers belonging to scheduled castes (SC) and scheduled tribes (ST) in the state.

The reminder is subsequent to the NCSC communication dated April 10, 2018 in which, it had asked for the said details as per the SC & ST (Prevention of Atrocities) Act/rules, to which, DGP BS Sandhu said in his reply dated April 24, 2018, that as far as possible, adequate representation was being given to the members of the SC and ST in the police hierarchy at various levels.

Sandhu’s reply further said that the same was being done keeping in view the availability of SC/ST officers/officials, suitability for specific posts, prevailing law and order situation and that it was a dynamic process and was being undertaken in the best of the interest of general public.

However, the letter further said that “…. It is stated that the administration is a duty entrusted to the government machinery by the Father of Indian Constitution Baba Saheb Dr Bhim Rao Ambedkar. Therefore,

it should be left to the state government machinery as it is this machinery which is held responsible for any breakdown of rule of law and the order”.

The NCSC, in its reminder sent to the DGP, on April 24, categorically said that information sought had not been provided in the DGP Haryana and that the same be provided by April 27, 2018 as to how many SHOS, DSPS, SPS, DIGS and IGS belonging to SC/ST were posted in field duties.

In the absence of a reply, the commission may exercise the powers of civil courts conferred on it under Article 338 of the Constitution and issue summons to the DGP for his appearance in person or by a representative before it.

Senior NCSC officials, who did not want to be named, said that the NCSC had not received any reply to its reminder till April 27.
