Judge asks police to give UP college chairman 5-day notice before arrest

COURT SAYS PARSAD IS NEITHER A SUSPECT NOR ACCUSED, SO POLICE SHOULD GIVE HIM NOTICE IF HIS ARREST WAS NEEDED IN THE CASE

PATHANKOT: The anticipato­ry bail applicatio­n of Ram Parsad Singh, chairman of Akansha College, Mirapur (UP), who had allegedly fabricated documents of one accused Vishal Jangotra in the Kathua murder and rape case, was disposed of by district and sessions judge Tejwinder Singh, who is hearing the case.

The judge, however, asked the J&K police to give him a five-day notice before arresting him if they need his custody in connection with the case.

The court said Parsad is neither a suspect nor an accused, so the police should give him at least five-day notice if his arrest was needed in the case.

Special public prosecutor Santokh Singh Basra argued that Vishal Jangotra, son of Sanjhi Ram, another accused, had fabricated documents to show his presence in exams with connivance of the chairman of the college.

The charge sheet against Vishal claims that “In the course of investigat­ion, it has transpired that accused Vishal Jangotra, a student of BSC (agricultur­e) at the Mirapur college, had actively taken part in the rape and murder of the victim.

He had also tried to create an alibi by resorting to manipulati­on of records and creation of false evidence with the connivance and assistance of his father Sanjhi Ram and one Kishore, college chairman Ram Parsad Singh and some employees of the Choudhary Charan Singh University, Meerut.”

The Jammu and Kashmir government’s notificati­on to appoint Pathankot district attorney JK Chopra was also presented in the court.

His presence was earlier challenged by the defence counsel and now it was decided that Chopra would also be a special public prosecutor and assist special public prosecutor Santokh Singh Basra in this case. The in- camera trial of the Kathua rape and murder case was transferre­d in Pathankot from Kathua on the order of the Supreme Court.
