Affordable housing: HSVP to utilise surplus land earmarked for EWS
CHANDIGARH: In a bid to maximise the use of the land chunks available with it, the Haryana Shehri Vikas Pradhikaran (HSVP), formerly known as Haryana Urban Development Authority (Huda), has decided that in case of sectors — where large chunks of land for economically weaker sections (EWS) group housing (Ashiana scheme) have been earmarked — part of such areas may be utilised as per norms of the Deen Dayal Jan Awas Yojana.
“After meeting with the land requirements for local needs of EWS housing under scheme, the surplus land can now be utilised under the Deen Dayal Jan Awas Yojana. 20% of gross area is reserved for such housing, but this wasn’t being utilised, and land earmarked was found to be in excess of the requirements for EWS housing. The authority was also finding it hard to dispose of all the built-up stock under the Ashiana scheme,” said a senior HSVP official, on the condition of anonymity.
The changed policy is also an attempt by the HSVP to cut down the price of plots it offers in a sector through residential schemes. “This will help increase the saleable area available in a sector with HSVP and consequently, help decrease the price of plots,” said the official.
HSVP will be able to provide affordable housing under the Deen Dayal Jan Awas Yojana. The rates of licence fee and external development charges are substantially reduced, while the conversion (CLU) charges and infrastructure development charges also stand waived off. Under this scheme, the maximum plot area permitted is 150 sq m. Minimum and maximum density permitted is 240 to 400 persons per acre. Maximum saleable area is 65% and minimum road width is 9m. Maximum area under organised open space is 7.5% of the licensed area, area under commercial use is 4% of licensed area and FAR (floor area ratio) on residential plot is 2.
The schemes floated under this policy will be open to all income groups.
