JAMMU: UNION home minister Rajnath Singh, who had coined 5-C’s of compassion, communication, co-existence, confidence building measures and consistency to restore normalcy in Kashmir on Friday said he has taken up the issue of FIRS registered against security forces personnel, who acted in self-defence, with the chief minister (CM) Mehbooba Mufti.

“Be rest assured. We have taken up the matter with the CM,” he replied when asked whether FIRS registered against security forces personnel, who acted in self-defence while escaping frenzied mob in Kashmir, will be withdrawn.

On a purported plan of the Maoists to eliminate the Prime Minister Narendra Modi, he said, “We are serious about the Prime Minister’s security. The Maoists are fighting a lost battle as they are now active only in 10 districts of the country.”

Singh said soon the Maoist violence will come to an end as their area of influence has reduced to 90 from 135 districts. “In the past four years, there has been 85% decline in extremism in the country,” he said.

He also informed that on Friday he had visited RS Pura sector and met the people affected by recent Pak shelling.

“I heard their difficulties and conveyed the government’s important decisions, which were welcomed by them. We have decided to raise nine battalions, out of which two will be exclusively for the youths of the border areas and these battalions will be called border battalions,” he said.

He also informed that 60% reservation will also be kept for the border youths in five IRP battalions to recruit 5,000 youths.

“There will be two more battalion for women, one each for Jammu and Kashmir region, each with a 60% reservation for border residents,” he said.

“We all know about heavy shelling on borders. Our people there are strategic assets. They suffer losses of human life and livestock but their morale is high. We have decided to give ₹5 lakh compensation for the loss of human life, which will directly go into their bank accounts and there will be no rider for them of a three-year fixed deposit,” he said.

Rajnath Singh also informed that earlier the farmers were given ₹30,000 per cattle that died in shelling with a maximum ceiling of three cattle.

“Now, we have raised the amount to ₹50,000 per cattle and they will get the amount per cattle for the number of cattle killed in Pak shelling,” he said.

He also divulged that villagers in RS Pura put forth demand of bullet proof ambulances and he immediately issued orders of providing five such ambulances to them.

“There had been a long pending demand of bunkers along the international border (IB) and Line of Control (LOC). The Centre has decided to construct 14,460 bunkers for which ₹415 crore have been sanctioned,” he said adding that there will be 1,431 community bunkers and 13,029 individual bunkers all along the IB and LOC.

He also announced that the Centre has decided to enhance cash assistance to Kashmiri Pandit (KP) migrants from ₹10,000 a month to ₹30,000 a month, which will be given to nearly 22,000 KPS and 1,054 Jammu migrants.

The order will be issued once I return to Delhi, the Union home minister said.
