RUNAWAY NRI HUSBAND TAKEN INTO CUSTODY

Less than a month after the regional passport office suspended passports of 11 runaway husbands, Chandigarh Police on Tuesday took one such offender, who was declared a proclaimed offender, into preventive custody. Nishan Singh was detained by a team of Sector 34 police station.

CHANDIGARH: Less than a month after the regional passport office suspended passports of 11 runaway husbands, Chandigarh Police on Tuesday took one such offender, who was declared a proclaimed offender, into preventive custody.

Nishan Singh was detained by a team of Sector 34 police station when he came to enquire about his impounded passport at the regional passport office here. Deputy passport officer Amit Kumar Rawat informed the police when Nishan arrived at the office and was spotted by his wife, Davinder Kaur, who also happened to be there for taking a copy of his passport impound orders.

Rawat said he was aware of the case while impounding Nishan’s passport nearly a week ago for being declared a PO. Arrest warrants were also issued against Nishan by a Dhuri court in a domestic violence case.

Deputy superinten­dent of police (south) Harjit Kaur said Nishan has been taken into preventive custody and not arrested since Chandigarh Police could not get confirmati­on from Dhuri police about arrest warrants against him and he being declared a PO. “We will produce him before the SDM on Wednesday and if we get the confirmati­on that he has been declared a PO, we will arrest him and hand him over to Punjab Police,” said the DSP.

Nishan’s wife Davinder said soon after the marriage in April 2005, he started torturing her for dowry. He then cleared IELTS. “Meanwhile, I lost my first son during delivery in 2007. Following this, I was sent to my parent’s place. He went to Australia in 2008 but had to come back. He went again and was deported in 2011. We were blessed with a son in 2008 and Nishan got our marriage registered in 2009. He got another passport issued and went to New Zealand in 2013. Meanwhile, a lookout circular was issued against him followed by a PO order in a domestic violence case,” said Davinder.

Nishan was in India since May 2018 but was not arrested despite his wife alerting the authoritie­s at the airport regarding the lookout notice and arrest warrants.

Regional passport officer Sibash Kabiraj said NRI runaway husbands can be brought to book with this provision of suspending their passports since they won’t be able to continue staying in the foreign countries anymore. “The Passports Act, 1967, and the passport manual have the provision for revoking or suspending passports of NRI husbands who have been declared POS, or are facing arrest warrants,” he said.
