Former vigilance SSP again booked for implicating patwari in graft case

Patiala: controversial former vigilance bureau SSP Shiv Kumar Sharma, who had once questioned Captain Amarinder Singh in a disproportionate assets case, has again been made an accused for implicating patwari Mohan Singh in a graft case.
He was booked in the case earlier in 2012, but was given a clean chit in 2013. Three other former SSPS Surinderpal Singh Virk, Jaspal Singh and SS Grewal, who also had got a clean chit in 2013, have again been named accused in the case, which was originally registered at Mallanwala in 2012.
Te police have also slapped Section 377 (IPC) against him for stripping patwari Mohan Singh and making a video of him while a constable tried to sodomise him.
Soon after booking Sharma, the Ferozepur police raided his residence in Ludhiana and a farmhouse at Rurki village in Patiala, but found him missing.
Notably, an Sp-rank official gave a clean chit to Sharma and the other police officers, who were booked after inquiry conducted by IAS officer Kahan Singh Pannu, the then special principal secretary to the CM.
After coming to power, the Congress government ordered a fresh inquiry into the case on an application submitted by Mohan Singh. The inquiry conducted by Ferozepur IG Gurwinder Singh Dhillon found that there was no basis to give a clean chit to these officials. The report also recommended action against earlier inquiry officer Raghbir Singh Sandhu, who had given them clean chit.
“I have found that Sharma was the main accused, who with the help of the co-accused, tortured and filmed Mohan Singh naked and even asked a constable to sodomise him in custody,” said Dhillon. He said he has formed a special investigation team (SIT), headed by Ferozepur SP, to investigate into the matter.
On November 19, 2009, Sharma asked patwari Mohan Singh to provide him the revenue record of his land in Rurki village of Fatehgarh Sahib. Mohan Singh delivered a copy of the record to the officer and asked for the government fee of Rs 20.
The SSP refused to give him the money and later booked the patwari in a graft case pertaining to missing paddy in PUNSUP, and tortured and stripped him during the investigation .
