Rights panel seeks report on gangrape of Y’nagar woman

CHANDIGARH: The Haryana Human Rights Commission ((HHRC) has sought a report from the state police within four weeks in the case of gangrape of a hearing and speech impaired woman in Yamunanagar.
The HHRC took a suo motu cognisance of a news report published in Hindustan Times on Tuesday about a 25-year-old hearing and speech impaired married woman who was gangraped by three people in a village of Yamunanagar. It was reported that the victim was unable to disclose the identity of the accused as she was also illiterate.
The incident allegedly took place on August 17, when the victim had gone out to the fields to answer the call of the nature. When the victim returned home and tried to narrate the incident to her family members in sign language they could not understand and later the victim mother was called, who interpreted that she was raped by three people following which the police registered a case.
The commission also sought to know from the police as to whether the investigating officer is “fully equipped with the knowledge to conduct investigation in such cases where the victim is a deaf and dumb”.
The panel also asked whether there is any special investigation team the Haryana Police to deal with such matters.
The Haryana Human Rights Commission ordered that the report of the director general of police (DGP), Haryana, be requisitioned within four weeks with regard to the mechanism in the state to conduct investigation in such cases.
The commission also requisitioned the case’s status report from Yamunanagar superintendent of police (SP) within four weeks. The case will come up before the commission on September 25.
