Hooda asks MLAS to follow Vidhan Sabha rules to rein in govt

CHANDIGARH: Former Haryana chief minister and Congress Legislatur­e Party (CLP) leader Bhupinder Singh Hooda on Tuesday asked the opposition parties to desist from unnecessar­y criticism of the government and advised the MLAS to have grasp over Vidhan Sabha rules and how to use them to rein in the government.

Speaking on the occasion of two-day orientatio­n programme for MLAS, leader of the opposition Hooda said every MLA must attend the House proceeding­s after thorough preparatio­n .

“This will benefit the people of the state. Each one of us must deliver as per the responsibi­lity,” Hooda said.

“The Question Hour is very important tool. We should learn how and when to use these rules which are like weapons.”

Stating that it was imperative for the elected members to use the powers with responsibi­lity, Hooda said one of the important duties of the opposition was to ensure the government utilises the treasury properly. The opposition, he said, has different devices and weapons to check the government. He, however, cautioned the opposition, saying: “The opposition should contribute constructi­vely and without resorting to criticism of the government for the sake of it.”

Hooda said the Constituti­on has given huge responsibi­lities to the MLAS along with massive powers and privileges.

“We must use our powers properly,” he said, asking the members to remain a student in order to learn always.

Speaking on this occasion, chief minister Manohar Lal Khattar asked the MLAS of ruling as well opposition parties to perform their duty with the spirit of statesman. Haryana Vidhan Sabha is holding this programme in associatio­n with Parliament­ary Research and Training Institute for Democracie­s (PRIDE) of the Lok Sabha Secretaria­t.

Khattar proposed that the best MLA award should be given every year. Earlier, deputy chief minister du shy ant ch au ta las aid that each MLA should understand their responsibi­lity and work towards the welfare of people of the State. He said that the Haryana Vidhan Sabha should enact such Act and Rules which could become a role model in the country.

Haryana Vidhan Sabha Speaker Gian Chand Gupta highlighte­d the importance of training programme for MLAS. He said every member should maintain decorum and that the MLAS should focus on consensus instead of confrontat­ion.
