‘No induction of state cadre into IPS sans training’

NEWDELHI: The Union home ministry will not formally induct state police officers (SPS) into the Indian Police Service (IPS) if they do not complete their mandatory training at the Sardar Vallabhbha­i Patel National Police Academy, officials have said.

“We were constraine­d to act against these officers as we found that many of them were not undergoing training. We have now written to all state government­s to ensure their training else the ministry will not decide on their seniority and the batch. We may even send them back to their respective state cadres,” said a senior home ministry official.

There are two categories of IPS officers — the first being direct recruits though the civil service exam conducted by the Union Public Service Commission and the second consists of officers who are inducted from the SPS through a promotion quota.

Like their direct recruit counterpar­ts, promotion quota officers are also appointed on probation which generally doesn’t go beyond two years.

Only after satisfacto­ry completion of the probation period, officers are confirmed in the service.

But the ministry found SPS officers despite being inducted into the IPS, were not undertakin­g mandatory training.

The ministry has told states to send all these officers for training if they are below the age of 56 years.

“After the training, proposal for confirmati­on and fixation of seniority for such officers must be send to the ministry,” read the ministry communiqué to all the state chief secretarie­s.

The ministry said officers who fail to complete their probation, will be sent back to the state police service.
