‘Prepare list of officers with doubtful integrity’

NEWDELHI: The ministry of home affairs (MHA) has directed vigilance units of its department­s and Central Armed Police Forces (CAPF) to prepare lists of officers with “doubtful integrity” and those who have complaints or suspicions of being dishonest.

The names have to be submitted by August 5 and according to a government notificati­on, the lists will be forwarded to the Central Bureau of Investigat­ion (CBI) for further action.

The CAPF includes Border Security Force (BSF), Central Reserve Police Force (CRPF), Central Industrial Security Force (CISF), Indo-Tibetan Border Police (ITBP), and Sashastra Seema Bal (SSB).

According to the MHA notificati­on, vigilance units of all organisati­ons have the primary responsibi­lity to undertake anticorrup­tion measures that include surveillan­ce, punitive action and preventive measures.

The MHA said while surveillan­ce and punitive action were important, taking preventive measures by chief vigilance offi- cers (CVOs) was even more crucial to tackle corruption.

Among the measures that the MHA expects CVOs of all organisati­ons to take is preparing “a list of officers of doubtful integrity” and the “agreed list”.

The former will include names of officers who, after facing inquiries or during the inquiry period, were found to be “lacking integrity or moral turpitude”.

The names will include officers awarded department­al penalties on charges of lack of integrity and derelictio­n of duty in protecting the interest of the government.

The second list is supposed to be made in consultati­on with the CBI. It will include names of officers “against whose integrity or honesty there are complaints or doubts or suspicions”, the notificati­on reads.
