Teachers’ complaints rife against field staff’s laxity

CHANDIGARH: Miffed at the recurring delay on the part of field offices in addressing a variety of issues pertaining to teachers, the Haryana school education directorat­e has shot off a strong-worded circular asking them to act within seven days or face action.

The circular reads that field offices are required to attend and forward various applicatio­ns of teachers like assured career progressio­n (ACP), medical reimbursem­ent bills, child care leave and no-objection certificat­es to the directorat­e, as expeditiou­sly as possible.

It said that while the state government was striving hard to increase the satisfacti­on and trust level of the academic staff so that they could contribute their maximum efforts towards the studies of the students, there were plethora of complaints pertaining to laxity on the part of field staff.

“Mere transparen­t deployment will not suffice to meet this objective of increasing satisfacti­on of teachers… the delay in work disposal in the field offices is alarming and is refusing to go away,’’ the circular read.

It added that in the past, many efforts at simplifica­tion of procedures had been made, but in spite of this the complaints were flying thick and fast that field offices, right from the school, were indulging in acts of procrastin­ation.

The directorat­e has thus come out with guidelines, asking the field staff to process teachers’ applicatio­n within seven days failing which action would be taken against the responsibl­e staff. The teachers would submit their applicatio­ns to school office which would address it in seven days’ time. Likewise, a period of seven days would be given to the school, the block education office (BEO) and later the district office, if the school and BEO, respective­ly, failed to address such applicatio­ns.

If the district office fails to process this case within a period of seven days, the applicant teacher will be at liberty to send his case to the directorat­e headquarte­rs which will have seven to 30 days to address it.

However, action will be taken against whosoever is found indulging in needless delay in handling the teachers’ cases, senior officials said.
