Harsmirat writes to CM to expedite grant of NOCS for works

CHANDIGARH: Union food processing industry minister Harsimrat Kaur Badal on Wednesday asked Punjab chief minister Captain Amarinder Singh to expedite the grant of the requisite No-objection Certificat­es (NOCS) for civil works that has delayed start of work of the Allindia Institute of Medical Sciences (AIIMS) at Bathinda by four months.

In a letter to the chief minister, the Union minister, who is also the MP from Bathinda, said, “The delay in granting permission­s for shifting of water channels which fell within the premises of the proposed institute had delayed constructi­on of the boundary wall of the project.”

She added that the health department had not issued the NOC for shifting of the water channels despite a request from the Bathinda deputy commission­er on August 3, 2017. “The Union health ministry had given the NOC for the proposal that the state government submitted in July 2017.”

Harsimrat said the Punjab Agricultur­al University, Ludhiana, had also delayed the transfer of an alternativ­e plot of land to AIIMS as a replacemen­t for the water tank falling inside the same plot. She said in this case also the Union health ministry had given the NOC for the transfer four months ago. Yet, the state health department had not issued the NOC to the Bathinda deputy commission­er to effect the transfer.

“The AIIMS institute would provide state-of-the-art health facilities to people of the region, besides opening up job opportunit­ies. The central government is committed to ensure early completion of the institute whose foundation stone was laid by Prime Minister Narendera Nodi on November 25, 2016,” the letter goes on to add.
