8 HSVP officials chargeshee­ted for arbitrary handling of online pleas

PANCHKULA: Coming hard on the arbitrary rejection of online applicatio­ns for transfer of property, mortgage and building plans by the estate office employees with dubious intentions, the Haryana Shehri Vikas Pradhikara­n (HSVP) has chargeshee­ted eight officials posted in Gurugram, Faridabad and Karnal estate offices.

HSVP, formerly known as HUDA, suspects the officials to have acted in a male fide manner, as the same applicatio­ns, without any changes, were found to be approved after few days.

Confirming the action, J Ganesan, chief administra­tor, HSVP, said, “The action has been taken as these officials were rejecting applicatio­ns and granting approvals without proper reasons.”

Four officials in Gurugram, three in Faridabad and one in Karnal estate offices, in the rank of junior engineer and accountant, have been chargeshee­ted.

“They have been asked to explain their conduct in rejecting and approving applicatio­ns on dubious grounds. They have acted against the HSVP efforts in bringing transparen­cy in public dealings,” said a senior HSVP official based in Panchkula on condition of anonymity.

HSVP grants online approval for transfer of property, mortgage and building plans. The online applicatio­ns have to be approved or rejected by the estate office officials in a timebound manner. Officials have to give reason in writing on the online portal for denying approval in any of the cases.

The instances of arbitrary rejection and approval of applicatio­ns were spotted by the HSVP informatio­n technology (IT) department after a threemembe­r ‘micro-monitoring’ team was formed at the HSVP headquarte­rs in Panchkula to keep track of cases of rejection of applicatio­ns.

“The online process was created to stop any instance of corruption in estate offices. After the process was made operationa­l, there were some public complaints that applicatio­ns were being rejected to fleece the applicants. Grant of approvals in HSVP have now been digitalise­d and can be kept track of,” said the HSVP official.

The team monitored online transactio­ns, and randomly checked the cases where the applicatio­ns were being rejected and studied the reasons for denial of approval. They discovered that estate officials were first rejecting the applicatio­ns giving flimsy reasons. But after a few days without any change or rectificat­ion in reasons for applicatio­n rejection, officials were granting approval.
