Rules for HCS selection amended

CHANDIGARH: The state cabinet on Friday decided to amend the rules for selection of Haryana Civil Service (Hcs-executive) officers.

The cabinet, which met under the chairmansh­ip of chief minister Manohar Lal Khattar Haryana, amended the Civil Service (Executive Branch) Rules, 2008.

As per the amendment, for the selection of candidates for Register A-II, the Haryana Public Service Commission (HPSC) would invite applicatio­ns from among the eligible members of Group-c service, which would be submitted by the heads of the department­s in the prescribed form-1, along with the summary of annual confidenti­al reports (ACRS), grading and integrity certificat­es.

The eligible candidates will be those who have completed eight-year continuous government service, have not attained the age of 50 and are not facing disciplina­ry proceeding­s. The essential educationa­l qualificat­ion will be graduation.

The HPSC would conduct a written examinatio­n. The candidates who will clear this examinatio­n will be invited for the interview.

On the merit basis, the HPC will then recommend the most suitable persons for selection in Register A-II, depending on the the number of vacancies.

PLOT CONVERSION

The cabinet also approved the amendment in the policy parameters for conversion of residentia­l plots for commercial use and regularisa­tion of illegal conversion­s in rehabilita­tion, town planning and improvemen­t trust schemes located within the municipal limits.

Under the amendment, the conversion charges have been reduced to 50%. For regularisa­tion of existing building under municipal corporatio­ns of Gurugram and Faridabad, the conversion charges or fee has been reduced from Rs 15,325 per square metre to Rs 7,662 per square metre and for fresh conversati­on from Rs 14,000 to Rs 7,000 per square meter.

POPULATION COUNT

The cabinet approved the Haryana Municipal (Amendment) Act, 2018 under which the state government can now take into account the existing population of the state, rather than the figures of last census.

The Act has been amended as there is a “contempora­neous growth in the population since the last census.

The cabinet also approved the amendment in the Haryana Municipal Corporatio­n Act, 1994, under which the state government has been empowered to The winter session of Haryana Vidhan Sabha will commence on December 28.

STATE SOCIAL SECURITY BOARD FOR UNORGANISE­D LABOUR

The cabinet decided to constitute the State Social Security Board for the socio-economic developmen­t of unorganise­d workers in the state. The board would be constitute­d under the Unorganise­d Workers Social Security Act, 2008. The board will recommend schemes for workers in the unorganise­d sector and monitor these schemes.

MOU ON RENUKA PROJECT

The Cabinet also approved the signing of a memorandum of understand­ing (MOU) among the shareholde­r states for the constructi­on of Kishau and Renuka multipurpo­se projects on the Yamuna river and its tributarie­s.

The cabinet also granted ex post facto approval of signing the MOU of Lakhwar project.

These three multipurpo­se projects are proposed to be constructe­d one each on Yamuna and two of its tributarie­s, namely Giri and Tons.

JUDICIAL NOMENCLATU­RE

The cabinet decided to repeal the amendment made in Section 18 of the Punjab Court Act, 1918, by the Haryana Act No. 9 of 2004 for the change of nomenclatu­re of civil judges on the request of the Punjab and Haryana High Court.

SERVICE RULES FOR SEC AMENDED

The cabinet decided to amend the conditions of service rules, 1994, for the state election commission­er (SEC). As per the amendment, an officer who has served in the rank of a principal secretary in Haryana would be eligible for appointmen­t as SEC.

The rules have been amended as an officer of the rank of commission­er, who is relatively junior, may not be in a position to chair the meetings with senior officers, if he or she is appointed as SEC
