Concerned over well-educated youth getting Class-4 jobs: Oppn

CHANDIGARH: Opposition MLAS in the Haryana assembly on Friday expressed concern over the recruitmen­t of highly qualified youngsters as Class 4 employees in the state.

They argued that not only this reflected lack of employment opportunit­ies for the youth but also put the less educated rural youngsters at a disadvanta­ge.

Leader of opposition Abhay Chautala said the scale of unemployme­nt in the state can be gauged from the fact that welleducat­ed youngsters were opting to apply for Class 4 jobs of peons and ‘beldars’.

“This is happening because the promise of creating employment avenues for the youngsters has not been fulfilled by the state government,’’ Chautala said while speaking during the debate on the Governor’s address.

He said the poor, the marginalis­ed and the less educated sections of the society would have hoped to get the Class 4 employment.

“But they have been deprived because they had to compete with educated and qualified competitor­s,’’ Chautala said, while citing the instance of a masters in science recently being recruited as a gardener by the government and deployed at his official residence.

Jai Prakash, independen­t MLA from Kalayat, said that it was unfortunat­e that well-educated youngsters have been forced to accept Class-4 jobs which were well below their qualificat­ion and skills.

“Giving jobs is fine but why the state government is removing persons hired on contract basis or under outsourcin­g policy,’’ he said.

Endorsing Jai Prakash’s views, former chief minister and Congress MLA Bhupinder Singh Hooda said the question paper for the examinatio­n for Class-4 post was so tough that it could have been only attempted by a graduate or a person with higher qualificat­ion.

Hooda said that this automatica­lly rendered the criteria of minimum educationa­l qualificat­ion for the Class 4 recruitmen­ts as futile.

Parliament­ary Affairs Minister Ram Bilas Sharma, however, said that all the recruitmen­ts have been done in a fair and transparen­t manner.

Earlier, Chautala sought regularisa­tion of contract employees and ensuring parity of pay scale with Punjab government employees.

“These promises were made by the ruling BJP in its poll manifesto but never implemente­d,’’ he said.

Chautala also sought to know from chief minister Manohar Lal Khattar as to how many times he has met the Prime Minister to press for the completion of the Sutlej-yamuna Link (SYL) canal.

Congress MLA Karan Dalal, while participat­ing in the debate on the governor’s address, accused the state government of committing irregulari­ties in the outsourcin­g of jobs.
