HC notice to Umranangal on plea for recalling ‘interim protection’

CHANDIGARH: The Punjab and Haryana high court on Monday served a notice on suspended Punjab inspector general of police (IGP) Paramraj Singh Umranangal on a plea by the state government seeking recalling of the order on ‘interim protection’ to him in the 2015 police firing cases.

On March 7, the high court had ordered that seven-day advance notice be served on him before initiating any action in the criminal cases.

Arrested in the Kotkapura police firing case, Umranangal was granted bail by a trial court on March 11.

The state government’s plea for recalling the order was taken up by the bench of justice Ramendra Jain who asked the suspended IGP to respond by March 25.

The government has pleaded that Umranangal’s petition appeared to have been filed and listed in the urgent supplement­ary list, which is put out during the day of hearing.

The matter neither featured on the ordinary list nor the urgent list, which is uploaded the previous evening, the state said, adding that it had no advance notice or even knowledge of the listing of his petition.

The state has also accused Umarangal of making false submission­s, adding that he has made a declaratio­n in the March 7 petition that no such similar applicatio­n was filed by him. However, verificati­on from the HC registry revealed that he had filed a plea on February 16, which was withdrawn later, the state said, adding that on this ground alone the relief ought to be recalled.

It has also argued that the suspended inspector general of police got relief “without effective notice” to the state for giving a reply, hence the earlier court order be recalled.
