The Indian president has some emergency powers, as per our constitution, but do governors have the power to dictate their own terms to an elected and majority government? The president and governors have to act on the advice of the council of ministers, not the other way round. He can send a bill passed by the legislature for reconsideration, but if passed a second time, he has no alternative but to sign it or forward it to the president for approval. But asking for agenda items of the legislative assembly is unheard of and uncalled for in any parliamentary or presidential type of government. The role played by the governor is destroying the dignity of the office.
