East body to charge for construction debris
NEW DELHI: East Delhi residents will soon have to pay for their construction and demolition waste.
The East Delhi Municipal Corporation will levy the charge at the time of the building plan approval. The decision was taken a day after South Delhi Municipal Corporation passed a similar resolution on Monday.
The SDMC has decided to impose the processing fee of ₹205 per metric tonne at the time of sanctioning a building plan and ₹225 per metric tonne for lifting waste. The transportation charges would be increased by 10% every two year.
A proposal prepared by the department of environment management services of EDMC was reviewed by commissioner Mohanjeet Singh on Tuesday. It will be placed before the house for final approval.
“According to proposal, whenever an individual will approach us for reconstructing/ repairing his/her house, we will calculate the average quantity of C&D waste. In addition to this, we will also calculate the number of days during which the waste would be generated,” said a senior EDMC official.
Based on that assessment, the agency at the time of approving the building plan will impose a processing fee at the rate of ₹ 375 per tonne and ₹250 per tonne as transport fees for carrying the debris from the construction site to the processing plant at Shastri Park.
The initiative has been taken in accordance with the C&D Waste Management Rules notified in 2016. As per the rules, any user generating over 20 tonnes a day or 300 tonnes per project in a month will have to pay for processing and disposing C&D waste besides paying for its storage, collection and transportation.
“Though the people constructing houses are not permanent generators of such waste but debris is produced in bulk during the demolition of house/ building,” said the EDMC official. As of now, nearly 500 tonnes of construction and demolition waste is generated every day in the EDMC areas. The corporation has designated 15 sites where small quantities can be dumped.
But it has been observed that even bulk generators dump their waste at these sites to avoid paying the fees.
