of the anti-corruption branch and posting of officers in key departments among many other issues.

Sisodia said the recent advertisement by the Delhi Subordinate Services Selection Board (DSSSB) for hiring of teachers only mentions the age relaxation to be given to guest and contract teachers but does not say anything about weightage or preference to be given to them.

The Delhi government had in October 2015 approved the policy to give weightage and age relaxation to guest and contract teachers employed in its schools. But the then LG had approved the policy of age relaxation in 2016 based on the advice of the additional solicitor general.

Sisodia said that since, then the legal position on the issue has changed in light of the Supreme Court judgments upholding the policy of giving weightage to guest and contract employees in case of permanent vacancies.

He said he has given repeated instructions to the chief secretary and directorate of education.

“Therefore it is a source of great surprise to me that such an advertisement has been issued by DSSSB, given the repeated instructions I have given on the issue to the concerned officers over the last few months .... ,” he said in the letter.

“Not only this, no files related to teacher recruitment are being shown to the minister-in-charge but are being sent directly from the DOE to the hon’ble L-G via the chief secretary. Officers have told me that this is as per the directions of the hon’ble L-G,” the letter said.

Sisodia also pointed out that education as a subject comes under the purview of the elected government.
