Ministry of Human Resource Developmen­t has backed the Indian Institute of Technology (IIT) Delhi’s claims that institutio­ns formed under Central or State Act, requiring to have their accounts compulsori­ly audited by the CAG, did not need an FCRA licence to receive foreign funds. It corroborat­ed IITDelhi’s stand that the institutio­n had in fact been filing returns despite the exemption.

The Centre had barred 18,871 educationa­l institutio­ns, including Jawaharlal Nehru University, Delhi University, IIT-Delhi, from receiving foreign funds after they reportedly failed to file their annual returns for five consecutiv­e years. The registrati­on of these institutes under the Foreign Contributi­on Regulation Act, 2010 (FCRA) had been cancelled by the home ministry.

IIT-Delhi claimed they had been filing their returns in time. “We have been filing our returns as per deadlines. There are certain procedural lapses in cancellati­on of the license and we will take up the issue with the ministry,” IIT-Delhi Director V Ramgopal Rao had told PTI. HTC/PTI
