Other words related to politics and current affairs in the words of the year list include “echo chamber”, defined as “an environmen­t, especially on a social media site, in which any statement of opinion is likely to be greeted with approval because it will only be read or heard by people who hold similar views”.

Also on the list is “antifa”, a term which emerged after violent clashes between anti-fascist protesters and the far right, particular­ly in the US.

Collins’s “new and notable words that reflect an ever-evolving language” include “genderflui­d”, defined as “not identifyin­g exclusivel­y with one gender rather than another”; “cuffing season”, defined as “the period of autumn and winter when single people are considered likely to seek settled relationsh­ips rather than engage in casual affairs”, and “fidget spinner”, a toy that has gained popularity across the world, including in India.

“Gig economy”, defined as “an economy in which there are few permanent employees and most jobs are assigned to temporary or freelance workers”, also made the list, as did “Insta”, relating to social media app Instagram. it appears that it [Article 239 (AA)] gives more power to lieutenant governor unlike other union territorie­s. Subramaniu­m pointed out that files on teachers’ appointmen­ts, repair of potholes and empanelmen­t of lawyers were awaiting L-G’S clearance even though they were well within the purview of the state government.

He said an elected government was entitled to make schemes to execute its responsibi­lities. “But can an executive function effectivel­y if in day-today executive functionin­g the L-G says your decisions cannot be implemente­d unless I concur?” he asked.

The hearing in the case will continue on November 7. The court is yet to hear the Centre’s arguments.

The Supreme Court had on February 15 referred to the Constituti­on bench the pleas filed by the AAP government against the high court verdict that held that Delhi was not a state and the LG was its administra­tive head.
