Boys ‘rape’ Class 2 girl in school, cops register FIR

GHAZIABAD: Two minor students of a Sahibabad school have been booked for allegedly raping a Class 2 girl of their school.

The police have registered an FIR under sections of rape and the Protection of Children from Sexual Offences (POCSO) Act against the boys, students of Class 4 and 5, on a complaint by the girl’s parents.

According to the complaint filed on Sunday, the boys allegedly inserted some object into the victim’s private parts on November 8. “The parents of the minor girl said the incident took place inside the washroom of the school on November 8. The district magistrate had declared an off that day on account of rising pollution, but the message could not be conveyed to all the parents and students reached the school,” said Rakesh Kumar Singh, station house officer, Sahibabad.

“The girl had to stay back as her parents were late in picking her up. The school authoritie­s told the police that they kept calling the girl’s parents but they did not reach on time,” Singh said.

Singh said when the police asked the accused boys about the incident, they said the girl was troubling them and they had only slapped her. “We also asked another girl, who had gone to the washroom with the victim. But she denied that the boys were in the washroom,” the SHO said.

Police said the parents had asked the school authoritie­s to leave the girl with a guard since they were getting late in reaching there. However, a teacher, who lives near the school, took the girl along with her, instead of leaving her with the guard.

Police said the girl was normal during her stay at the teacher’s house and did not complain about the alleged assault.

However, a few days later she reportedly started bleeding from her private parts. When the condition persisted, her parents took her to a gynaecolog­ist who told them about injuries in her private parts, police said.

When the parents asked the girl about how she got injured, she told them about the incident, police said. “Her parents did not get a medical examinatio­n done on Monday. They said they will get it done on Tuesday. Once the report is out, we will be able to reach a conclusion on the nature of injury and the probable time when it was inflicted,” SHO Singh said. NEW DELHI: Admitting that potholes are one of the major causes of fatal incidents on roads, Lieutenant Governor Anil Baijal has issued directions to the public works department (PWD) to work as the nodal agency to coordinate for repairs among various road-owning agencies in Delhi.

Last month, Hindustan Times had reported that an internal survey by the PWD had found 3,793 potholes across the city, which were not just a threat to the lives of commuters, but also cause congestion.

Broken roads and potholes are the biggest causes of road accidents in India. According to the road, transport and highways ministry, as many as 6,424 road accidents due to potholes claimed 2,324 lives across the country in 2016.

“L-G has also advised that there should be a mobile app wherein residents could update the photograph­s of potholes for the concerned agency to repair. The app would facilitate identifica­tion of the location using GPS, besides informing the complainan­t about the details of the roadowning agency concerned,” read a press statement issued by the L-G’S office.

PWD minister also emphasised on the need for immediate repair of potholes to take care of road safety as well as pollution mitigation through dust control.

In October, a senior citizen died when his two-wheeler had an accident, allegedly after hitting a pothole, in Civil Lines area of north Delhi. In August, a school teacher had died after she was run over by a speeding water tanker in outer Delhi’s Kanjhawala village as the scooter she was pillion riding lost control after hitting a waterlogge­d pothole. On July 30 last year, a 45-yearold motorcycli­st was killed in the same manner in Vasant Kunj.

L-G has also directed that all local bodies, PWD, DDA and other agencies must simultaneo­usly carry out the work of installati­on of uniform signage, painting of zebra crossing, iron grilling work, etc in a time bound-manner.
