Automatic challans for traffic violations soon
SMART New system to detect violations, send challans via email, SMS, post automatically
NEW DELHI: The next time you jump a red light or overspeed, a challan might land at your doorstep for the violation.
Come 2019 and Delhi will have its first ever ‘Traffic Signal Management System’ (TSMS) that will not only automatically detect traffic violations but also issue challans electronically.
The first such system will come up on the busy Dhaula Kuan to Sarai Kale Khan stretch of the Inner Ring Road. Covering a distance of 14 kilometre, the camera-based surveillance network will cover as many as 10 traffic intersections.
At present, the Delhi police have cameras installed at a few intersections, but most of them are either outdated and produce poor video quality or are lying dysfunctional.
“We can call TSMS a mini ‘intelligent traffic management system’. The upcoming system will detect traffic violations automatically . The cameras that were being installed until now did not have this auto-detection feature,” said Dependra Pathak, special commissioner of police (traffic).
For this, over 100 high-speed cameras of different types will be installed at traffic junctions of the stretch and along the road. A high-speed camera captures fast-moving objects as photographic images onto a storage medium. After recording, the images can be played back in slow motion.
These cameras will have red light violation detection system, Speed Violation Detection, Automatic Number Plate Recognition and an e-challan system. The automatic challan system will ensure violators are penalized automatically. For this, the challans will be sent to the violator via SMS, e-mail and even by post. Non-payment of penalty would lead to court hearings.
“There will be no room for error in detection of violations as everything will be sensor based. At present, offenders often deny of having committed a violation. With the new system we will have proof to show them,” said Garima Bhatnagar, joint com- missioner of police (traffic).
The Delhi police has roped in automobile company Maruti Suzuki for setting up the IT infrastructure for the project and providing technical support.
A Memorandum of Agreement for this will be signed on Tuesday in the presence of Union minister for road transport & highways Nitin Gadkari, Lieu- Red Light Violation Detection Speed Violation Detection Number Plate Recognition Challan System

Maruti Suzuki will build the system by March 2019 and maintain it for two years after which Delhi Police will take over. The project is a part of Maruti’s corporate social responsibility and over Rs 10 crore will be invested by them, said Pathak.
