NEW DELHI: With two years of his government’s tenure left and a host of projects pending, chief minister Arvind Kejriwal on Monday issued a slew of directives to chief secretary Anshu Prakash to ensure timely completion of projects and accountability of top officials.

Eyeing the 2019 Lok Sabha election and the 2020 Assembly polls, Kejriwal has asked Prakash to submit a report of the Bills which were passed by the Delhi Assembly, but are pending with the Centre. Some of these like the Jan Lokpal Bill, minimum wages Bill and time bound delivery of services were key poll promises of the Aam Aadmi Party.

“The chief secretary had told the Cabinet that respective departmental secretaries are following with their counterparts in Central ministries to get the pending Bills approved. This week, the chief secretary has to present a status report of each one of them,” said a government spokesperson.

Prakash has also been asked to submit a report before the Cabinet meeting every week, detailing the compliance to timelines and steps being taken to correct project derailments, if any. For the first time, the Delhi government in the 2018-19 Budget has set timelines for completion of important projects and schemes. Deadlines have been set for projects such as installation of CCTV cameras in government schools, procurement of DTC buses, setting up of sewage treatment plants and construction of additional Mohalla Clinics.

Timelines of five other projects which were not mentioned in the Budget presented last Friday will also have to be drafted.

“Also, before every cabinet meeting, the CS will have to present the status of functioning of major equipment and OTS in all Delhi government hospitals. Reasons for any non-functional equipment and deadline by when it will be fixed will be provided by the top bureaucrat,” another spokesperson said

Prakash has also been asked to submit field reports of all head of departments (Hods) before the Cabinet. “A system will be developed to cross check the veracity of such field visits. Compliance to Hods holding janta darbars (public meetings) every day from 10am to 11am will also be included in this,” officers from the CM’S office said.
