House passes strict guidelines to civic bodies on use of MLA funds

NEWDELHI: The Delhi Assembly, on the concluding day of its budget session on Tuesday, adopted a resolution directing the government to formulate strict guidelines for the municipal corporatio­ns of Delhi to execute works under MLALAD (Local Area Developmen­t) funds.

Moving the resolution, AAP MLA Saurabh Bharadwaj said there have been numerous complaints from MLAS that municipal corporatio­ns “intentiona­lly” delayed the work under MLALAD funds.

“This House directs the Delhi government to formulate strict guidelines for the execution of works under MLALAD funds. The request for estimate of any work should not take more than 21 working days for any executing agency to provide estimate of work to the respective MLA and if there is any other proposal for the same work by other entities, the legislator must be informed in seven days,” the resolution read.

It added that the process of allocation of funds to any executing agency should not take more than 14 working days and inviting tender should not take more than 30 days from receipt of funds. The execution of work, after the award of contract, should be in 90 days.

“If any agency applies for NOC regarding any work to MCD under MLALAD work, the NOC would be deemed to have been provided, if it is not given in 15 days or reason is communicat­ed to the agency,” it stated.

The House also resolved that the MLAS should be informed by the executive engineer of the concerned agency in case of any delay. “Any violation of the guidelines in this resolution shall be treated as contempt and breach of privileges of Legislativ­e Assembly of Delhi and its mem- bers,” the resolution said.

Replying to the discussion on “working of municipal corporatio­ns of Delhi and utilisatio­n of MLALAD funds in MCD areas,” urban developmen­t minister Satyendar Jain said, “MCDS are corrupt and rates are fixed there for different category of works. I support the resolution on timelines for MCDS for MLALAD works.”

ALL FOUR BJP MLAS MARSHALLED OUT

All four BJP legislator­s, including leader of opposition Vijender Gupta, were marshalled out of the House on Tuesday as they demanded a discussion on alleged “water crisis” and “contaminat­ed water supply” in various area of the city.

BJP MLAS — Vijender Gupta, Jagdish Pradhan, Om Prakash Sharma, Manjinder Singh Sirsa — who were displaying placards saying “Delhi Pyasi, Gande Paani Se Bura Haal, Vidhan Sabha se gayab Kejriwal”entered the well of the Assembly and demanded a discussion. Gupta said the government was “running away” from discussion on both the issues. Gupta questioned chief minister Arvind Kejriwal’s absence in the House and demanded that he “should resign” because he was responsibl­e for the problem as he was holding the water portfolio.

Sirsa also alleged that dirty water was being supplied in various areas including Rajouri Garden, Kirari, Sangam Vihar, Rohini and Vishwas Nagar but the government was not “serious” about addressing the problems of people.
